Duties
Provide authoritative policy, process and procedural advice on contract administration and overall contract management matters.
Review contract administration workload, resourcing, and performance to determine the overall effectiveness of organizational operations.
Develop recommendations designed to achieve more efficient and effective contract management/surveillance services
Serve as a functional advisor on contract administration policies and procedures.
Engage in highly complex business processes related to various contract management processes.
Provide technical interpretation of new and revised regulations, policies, and other releases for uniform implementation and application.
Provide advice to improve performance and resolve problems.
Requirements
- Must be a U.S. citizen
- Security Requirements: Non-Critical Sensitive with Secret Access.
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
- This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.
Qualifications
To qualify for a Contract Termination Specialist, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
AND
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to the Basic Contracting Requirement above, to qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Serving as a Senior Contract Specialist with experience in highly complex business processes related to various contract management processes such as contract audit follow-up (CAFU), contractor business systems, overhead negotiations, contract price negotiations, definition of unpriced contractual actions (UCAs), forward pricing rate agreements/recommendations (FPRAs/FPRRs), Cost Accounting Standards (CAS), Contract Closeout and Cancelling Funds responsibilities.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
