This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for the day-to-day operations and activities with Joint Staff Special Technical Operations cell and senior point of contact for commanders and decision makers across the military services, the intelligence community, Coalition partners, and unified Combatant Commands.
Duties
As a PROGRAM MANAGER at the GS-0340-14 some of your typical work assignments may include:
Program Manager to Chief, Special Technical Operations Division.
Develops plans, tasks, and schedules for day-to-day activities as well as long-term, enterprise-wide program improvements.
Serves as Program Security Officer.
Responsible for program management and execution of all security policies and requirements.
Provides security matter expertise to Government Program Manager.
Serves as central Billet Access Request manager.
Reviews and analyzes Special Access Program and other security policies and procedures for division support.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 14 grade level in the Federal service:
Applies expert knowledge of federal security concepts, executive orders, DoD policy, Joint Staff policy and intelligence agency directives as well as National Industrial Security Program Operating Manual to develop, implement or enforce a security program;
Oversees billets with knowledge of military command structure and Coalition partner activities that engage missions and plans;
Applies expert methods and techniques to develop staffing standards covering organizational planning and execution across the globe;
Performs appraisals of the utilization of Integrated Joint Special Technical Operations, Special Access Program IT network resources to accomplish program objectives and goals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
