This position is in the Senior Executive Service (SES), a small elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations. This position is located in the Health Resources and Services Administration, Provider Relief Bureau (PRB) in Rockville, Maryland.

Duties

As the Deputy Associate Administrator of the Provider Relief Bureau, you will exercise executive leadership in conjunction with the Associate Administrator in planning, managing, and directing national programs, including the programs which made payments to eligible healthcare providers for expenses and lost revenue related to the COVID-19 pandemic, helping to ensure a sustained, robust healthcare system. PRB leads accountability efforts of provider with statutory and programmatic requirements to minimize waste, fraud, and abuse of federal funds. Your major duties and responsibilities include: Collects and analyzes data to support program execution, effective decision-making and strategic planning. Ensures compliance with regulations through establishing a system of internal controls. Monitors financial transactions, assessing program integrity and effectiveness. Maintains collaborative relationships within HRSA and other federal and nonfederal agencies, including law enforcement, to combat fraud and abuse and preserve program integrity. Oversees program operations and manages resources through subordinate staff and makes decisions and/or recommendations that materially influence ultimate decisions in all areas of operations, including workforce, fiscal, logistics, and other resources required to carry out assigned functions effectively. Directs the analysis of legislative proposals that can impact current mandates. Works with the Office of General Counsel, Office of the Inspector General, and other interested high-level officials in the Department and the Administration. Engages with counsel to respond to litigation and represent HRSA policies and practices. Provides executive leadership and direction for the Bureau's policy development related to pertinent HRSA, HHS, and Administration policies. Provides policy implementation guidance and presents budget and program information to the Department and OMB. Testifies before Congressional Committees on both substantive legislative and budget justifications. Provides executive leadership and guidance of the Bureau's data governance strategy and appropriate distribution of Bureau data as it relates to applicable internal and external stakeholders; and Represents the Bureau in meetings with outside organizations, including representatives of the Department, other Departments, Congressional staff, various State and local health agencies, and professional and provider organizations organizations, ensuring the accountability and compliance of providers.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your five page resume that you possess the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualification(s), listed below. ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following must be evident in your resume. Demonstrated experience in program planning/evaluation, which includes agency level strategic planning, business process planning, development of short- and long-range program goals and objectives, development of program outcome measures and nationwide program execution. Demonstrated experience developing and managing program integrity strategy, including understanding of data and analytics that inform the strategy and presenting it to oversight agencies. Demonstrated expert ability to prepare written and oral presentation materials, including materials containing and/or interpreting data, briefings for senior officials, and those that may be considered controversial or subject to significant public scrutiny. Demonstrated expert ability to develop and prepare written and oral presentations and briefings on complex issues for presentation to Congressional Committees and Department level senior leaders. Demonstrated experience in overseeing financial management, IT systems management, and recipient reporting. Demonstrated skill establishing and maintaining effective cooperative working relationships with senior officials within the Department, private industry, along with other Federal organizations to achieve goals for a national program.
