Information Technology ACIO Strategy and Planning
The following are the duties of this position at the full working level.
Evaluates, reviews, and monitors the resource allocations and resource usage for assigned program area(s) with special emphasis on conformance with the Division business plan and the IRS strategic plan and performance measures.
Provides periodic analysis of assigned program area(s) resource needs and usage. With general direction, develops and asks contacts relevant questions concerning program area(s) financial status and management decisions affecting budget programs.
Assists senior analysts in the formulation of Division budget submissions. With general guidance, develops and analyzes resource proposals on Division programs; develops budget submissions and justifications, and assists senior analysts to respond to the Chief Financial Officer to facilitate Division responses to Treasury, OMB, and Congressional staffs involving Division financial plan resource matters.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE/EDUCATION FOR GS-07: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes experience using basic analysis (such as average cost per full time employee); experience with basic techniques of budget, financial and economic analysis, financial coding and experience completing charts, tables, and graphs and interpreting data; and experience communicating clearly, orally and in writing.
OR
You may substitute education for specialized experience as follows: 1 full academic year of graduate education in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
SPECIALIZED EXPERIENCE/EDUCATION FOR GS-09: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes experience with collecting data with budget formulation, plan development, labor cost analysis, financial reviews, or budget execution; experience performing basic analysis (such as average cost per full time employee) of collected or provided data; experience preparing charts, tables, and graphs for specific assignments including the formulation of a budget and period financial reviews; experience in interpreting and applying basic budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint.

You may substitute education for specialized experience as follows: 2 full academic years of progressively higher level graduate education in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR a master's or equivalent graduate degree in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields from an accredited college or university. OR LL. B or J.D., if related.
SPECIALIZED EXPERIENCE/EDUCATION FOR GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes experience researching budgetary and financial issues, developing and analyzing resource proposals, identifying issues related to projected budgetary and staffing requirements, and analyzing estimates; experience assisting with the planning and execution of labor resource requirements; experience preparing reports and charts to monitor labor and support resources (e.g. equipment, supplies, facilities, and training); experience reviewing directives, instructions, budget materials, funding documents and developing narrative justifications and strategies to ensure program delivery within the bounds of financial constraints.

You may substitute education for specialized experience and education as follows: 3 full academic years of progressively higher level graduate education in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR a PH. D or equivalent doctoral degree in a related field of study such as accounting, auditing, finance, economics, business administration or other related fields. OR LL.M., if related.
