Vacancies will be filled in the following specialty areas: Operations Support, Capital Management & Oversight, Finance, Budget Execution Taxpayer Services
The following are the duties of this position at the full working level.
Ensures the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services;
Assists in the planning of work to be accomplished and articulating and communicating to the team the assignment, project, problem to be solved, actionable events, milestones, and /or program issues under review, and deadlines and time frames for completion;
Coaches the team in the selection and application of appropriate problem solving methods and techniques, providing advice and instruction on work methods, practices and procedures, and assisting the team and/or individual members identifying the parameters of a viable solution;
Trains or recommends training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and providing or arranging for specific administrative and technical training necessary for accomplishment of individual and team tasks;
Monitors, reports, and checks on work in progress; and reviews completed work for quality, timeliness and technical accuracy;
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALZIED EXPERIENCE GS-14:
GS-14 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Experience with federal budget process; Interpreting and applying budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint;
Experience analyzing and relating financial data to strategic plans and organizational accomplishments;
Experience managing time balancing priorities, review program and funding changes and assess impact of budget cuts and legislative changes;
Experience researching budgetary and financial issues, evaluate resource allocations, develop written analysis of findings, and recommend actions critical to accomplishing program objectives;
Experience using computer applications for word processing, spreadsheets, graphics, and communication programs and/or other applicable financial systems.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
