You will serve as a SUPERVISORY FACILITIES OPERATIONS SPECIALIST in the FACILITIES ENGINEERING AND SUSTAINMENT DEPARTMENT (FESD) of AEGIS COMBATSYSC.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
Duties
You will be responsible for planning, financial management, and work execution at the Site and will exercise technical and functional control over a full range of installation activities.
You will direct, control and coordinate all operations within the FESD by the utilization of a broad knowledge of Navy Public Works services Base Facility functions and operations for mission success.
You will direct efforts, develop programs, and conduct studies designed to conform to Navy and Federal policy.
You will reduce costs, improve production techniques, evaluate related technological developments, and modernize the physical plant to provide effective and economical service to all clients.
You will coordinate planning and delivery of all facility services in their Area of Responsibility (AOR), provide coordination between site and regional assets, and furnish expert advice regarding difficult and unique facility management problems.
You will develop and execute programs that comply with all current and future environmental statutes and energy regulations.
You will attend meetings with top military and management officials to jointly plan the accomplishment of long range programs and/or to reorganize priorities and current work schedules.
You will represent the Command at meetings and conferences with representatives of organizations and facilities serviced to discuss new equipment, methods, procedures and techniques to obtain information which may be beneficial to the installation.
You will establish work assignments to be accomplished by the employees in the program, setting priorities, preparing schedules for work completion, and ensuring the timely performance of satisfactory work efforts.
You will determine responsibilities, evaluate employee performance, recommend appropriate incentives, initiate corrective actions, assure safety practices, and keep employees informed of management and personnel policies.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-02 (GS-11) in the federal service or equivalent experience in the private or public sector leading or managing facility functions such as building maintenance and repair, physical security, safety, environmental compliance and contractor oversight.
