The Principal Recruitment and Retention Specialist within the House Office of the Legislative Counsel (HOLC) provides day-to-day support and acts as a key advisor for recruiting and retention functions, consistent with the human resources functions of existing Office positions.

- Must be a citizen of the United States. Must be prepared to occasionally respond to the Legislative Counsel on evenings and weekends. Must have an ability to be impartial, in appearance as well as in fact, in matters of politics and public policy.

Qualifications: Knowledge of: • Operations, services, and activities of a comprehensive human resources program. • Advanced principles, practices, and methods of human resources management and public administration. • Advanced principles and practices of program development and administration. • Applicable Federal laws pertaining to human resources management, equal employment opportunity, employee relations, and sexual harassment. • Principles and techniques of preparing clear and effective written materials. • Equal Employment Opportunity, training, racial equity, and belonging. A typical way to obtain the required knowledge and abilities would be: Experience: Five years of increasingly responsible and professional human resources administration experience in the public sector. Work in a legal setting, or with legal professionals, is desirable. AND Education: Bachelor's degree from an accredited college or university with major course work in human resources management, psychology, public administration, business administration, or a related field. An advanced degree in an applicable field is desirable.
