THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST - Title 5, Position Description Number T5799501 and is part of the WI 115 LRS, Wisconsin Air National Guard.
Duties
Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State.
Serves as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment.
Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes.
Ensures that traffic management and transportation services required to support the mission are accomplished.
Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments.
Procures domestic and international travel for both military and civilian passengers.
Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State.
Interprets and enforces Federal, State, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage.

Qualifications
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: To qualify for the GS-2130-09 position, you must have at least 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience working and managing automated systems and databases is preferred. Completion of Hazardous Materiels course would be advantageous but not a requirement for the position.
