THIS IS AN ARIZONA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION
This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA).
This position is part of the AZ MED DET, Arizona National Guard under Position Description Number PDT5637P01.
Duties
This position is located in Phoenix, AZ with the MED DET. The primary purpose of this position to facilitate medical readiness and medical retention for National Guard military members. Using a collaborative team approach, assesses, plans, implements, coordinates, monitors, and evaluates options and services to meet complex health needs of Soldiers in order to promote health, wellness, and deployability. Addresses patterns or problems at the patient, provider, and/or systems level to promote smooth transition of Soldiers through the Military health care experience. Seeks resolution for identified problems, through individual or collaborative efforts to assure appropriate utilization and optimization of resources position provides non-clinical case management to provide pre-mobilization and post-mobilization Individual Medical Readiness (IMR)support to include identification and tracking of Service Members (SM) who are not Fully Medically Ready (FMR) either for dental or medical concerns. Cases will be obtained from Annual Periodic Health Assessments (PHA) events, Home Station (HS) or Mobilization Stations (MOBSTA) SM Readiness Processing (SRP) events or identified for those SM determined non- medically or non-dentally ready. Case Managers shall assist SMs to become Fully Medically Ready (FMR) by assisting with tracking medical and dental appointments, ensuring medical compliancy by maintaining communications as required with the SM they are managing.
Requirements
- Federal employment suitability as determined by a background investigation.

- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
- Incumbent must possess and maintain a current state driver’s license.
- NOTE: Individual selected will receive an Indefinite Appointment and may be converted to permanent based on availability of funds or position no longer being encumbered.
- Must possess or be able to obtain a Secret Security Clearance within 1 year of appointment.
- Must be able to obtain and maintain credentialing, privileging through the National Guard's Centralized Credentialing and Privileging Preparation Board. Possess a valid, unrestricted license in the US State, territory, or (cont'd)
- the District of Columbia to practice medicine or transferable license from other states., board eligible or board certified to include maintaining continuing medical education (CME) hours.
- May occasionally be required to work other than normal duty hours; comp time maybe required.
- Must be HIPPA trained and maintain certification.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. (cont'd)
- This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG.
- Must maintain current certification in Occupational Health from the American Board of Occupational Health Nurses.
- Must maintain a current license as a Registered Nurse.
- Must maintain a current certification in cardio-pulmonary resuscitation.
- Must maintain an N-95 or fitted gas mask respirator if indicated by site hazards.
- Must be medically fit to wear respiratory protection and protective clothing if indicated.
- Must complete annual assessments for his or her immunization status and ability to wear respirator if indicated.
Qualifications
General Experience - All on-board NG Title 5 Excepted Service GS-0610 Occupational Health Nurse employees must be certified at the next higher grade-level before considered as eligible for merit promotions to other Title 5 Excepted Service GS-0610 Nurse positions; and, must have a minimum of one year (12 months) on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant, to include an on-board Title 32 or a Title 5 Competitive Service employee, who is employed in a different series' position, must have at least two years of specialized experiences that are commensurate or equivalent to the GS-0610 Nurse Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of health services activities such as, administration, managed care, human resource management, logistics management, patient administration, budgetary and fiscal management, medical manpower, medical facility management, biometrics, medical recruiting, or aeromedical evacuation.
Specialized Experience - Experience that prepares the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the following specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its applicable position grade and career level.
Education
Applicants must provide official transcripts from accredited universities or colleges. To qualify for these positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Must have an Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management, and Bachelors of Science in Nursing (BSN/RN), Biology, or microbiology. Bachelor's degree in nursing (BSN/RN) or Biology. Other completed degrees are acceptable in Public Health, Entomology, Microbiology, Zoology, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research, or other closely-related degree fields.

To qualify, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Certification as an Occupational Health Nurse or a Graduate Degree in Public Health (MPH/MSPH) with a bachelor's degree in a biological science. Other educational options are a Master's in Health Administration, Health Care Administration, Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), or Hospital Administration. A Master's degree or equivalent in public health, and one year of graduate medical education completed in a clinical specialty at a hospital is strongly recommended.
