This position is part of the Defense Human Resources Activity. The incumbent will be responsible for the direct supervision and coordination of the FVAP Office staff. Ensures continuity in policies and plans relating to the Federal Voting Assistance Program. Monitors performance under the Program. Develops or arranges for the development of criteria and procedures for evaluating program effectiveness.
Duties
As a SUPERVISORY PROGRAM ANALYST (FVAP) at the GS-0343-14 some of your typical work assignments may include:
Ensures continuity in policies and plans relating to the Federal Voting Assistance Program. Monitors performance under the Program. Develops or arranges for the development of criteria and procedures for evaluating program effectiveness and for determining the state of public understanding of the voting opportunities.
Develops a program for reviewing and analyzing State election laws in order to assess the degree to which requirements have been incorporated into state laws. Encourages and assists States and other U.S. jurisdictions to adopt the recommendatory and mandatory provisions of the Acts.
Arranges for preparation and publication of biennial and other required reports to the President and Congress on program progress.
Assures the widest possible dissemination of information to the persons covered by the Acts. Prepares proposed legislation and testifies on election law reforms and re-codification of absentee voting laws for the Congress.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Developed criteria and procedures for evaluating program effectiveness of the voting opportunities at the local, state, and/or federal level;
Utilized highly developed communication, negotiation, and leadership skills to persuade individuals or groups to advance program goals and reach resolution of and settle significant related issues
Assisted with the creation of forms, printed specific voting assistance guidance, and/or outreach tools for different groups.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
