Incumbent serves as Supervisor of Eligibility and Enrollment in Health Administration Service (HAS) of the Erie VA Medical Center and reports to the Assistant Chief, HAS. He/She is responsible for all functions as related to Eligibility and Enrollment and the Medical Administration Specialist; these include patient enrollment, patient eligibility, beneficiary travel, information reception, patient funds, and off tour support of the Urgent Care Center and medical center.

Duties Include but not limited to:
Serve as the Enrollment Coordinator and Patient Information Collection Management (PICM) Coordinator.
Supervise nine employees to include four Medical Administration Specialist, also referred to as Administrative Officers of the Day (AODs).
Responsible for the development and maintenance of quality improvement/performance plans for all areas of responsibility (i.e. Eligibility/Enrollment, patient funds, etc.).
Apply evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
Develop or modify work methods, organizational structures, records/files management, staffing patterns, procedures for administering program services, guidelines and procedures for administrative support functions and/or program operation.
Act as primary resource to the medical center for day to day operations of the section and for projects related to Eligibility and Enrollment;
Identify areas of concern through analyses, prepare and implement plans for resolution.
Provide advice and guidance on issues and interpret policies/regulations, and administrative rules.
Responsible for the day to day operations of the Eligibility and Enrollment Section.
Responsible for the development and maintenance of reporting mechanisms, such as Compliance and Business Integrity, to monitor all aspects of the Eligibility and Enrollment Section.
Responsible for the short, mid, and long-range planning and programming aspects of the Eligibility and Enrollment Section including development and implementation of local policies and plans, evaluating the organizational structure, and preparing reports to evaluate program effectiveness.
Responsible for performance plans and evaluation of subordinates, plan and direct day-to-day activities, manage training and support needs, approve/disapprove leave, authorized absences, etc., advise, counsel, and instruct employees; perform the recruitment and hiring process; hear and resolve complaints; disciplinary actions; recommend awards;
Create schedules for the Medical Administration Specialists to ensure that coverage is provided to the Urgent Care Center and medical center for all off tours, weekends, and Holidays.
Review the accuracy and adequacy of current financial, costing, and managerial reports and is responsible for quality assurance of all statistical reports and related data.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Oversight of all aspects of Eligibility and Enrollment including patient enrollment, patient eligibility, off tour support of the Urgent Care Center and Medical Center
Staff supervision: plan work, determine training and support needs, complete performance plans, evaluations, counseling, recruitment, hiring, conflict resolution, discipline, awards, etc.;
Have the knowledge, flexibility and experience to interface with individuals at all levels of the hospital, including clinical and administrative services and at varying levels outside of the hospital. Must be able to represent the hospital effectively to outside groups, survey teams, vendors, patients, families, etc.
Possess intermediate knowledge and application of the use of a personal computer and computer systems. Advanced knowledge and proficiency with word processing, spreadsheet (Excel), and database packages is required of the incumbent. Proficiency is also required in hospital wide packages, such as Vista, CPRS, and the Health Eligibility Enrollment System

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or equivalent graduate degree, OR 3 full years of progressively higher level graduate education leading to such a degree or LLM. if related. Physical Requirements: The work is primarily sedentary but also demands some standing, walking, bending, lifting,
and carrying of charts, clinical folders, forms, and miscellaneous supplies to various locations within the medical center. The incumbent frequently walks to various parts of the medical center including patient care areas.
Work Environment: Work is typically primarily performed in an adequately lighted and climate-controlled office
and meeting rooms. At times, the incumbent may need to meet with staff or patients in the Urgent Care Center and inpatient units. May require occasional travel.
