This position is located at Erie VA Medical Center; Office of Performance and Quality (OPQ). This position is responsible for management of the facility Medical Center Policy (MCP) and Standard Operating Procedure (SOP) program which encompasses Veteran Health Administration Directives, Memos, and Forms for the entire health care systems. This position will assist the Chief of the Office of Performance and quality with upper- level organizational duties.

Duties

Major duties include, but are not limited to: Management of Medical Center Policy/Standard Operating Procedure & Medical Forms Program Develops procedures and systems for establishing, operating, and assessing the effectiveness of the Medical Center Policy/Standard Operating Procedure program Performs complex policy research, crosswalks, and analysis as required tar policy reviews and in response to customer service requests. policy inquiries and management initiatives and advises on results. Actively assesses for policy overlaps, duplication, conflicts, and gaps. Reviews all new and revised policies for correct formatting and grammar, ensuring MCPs/SOPs are clear, concise, and logically composed. Resolves disputes and problems with others related to the programs above using problem solving, conflict resolution, and negotiation techniques. Collaborates with subject matter experts to ensure policies are compliant with multiple regulatory bodies, including Joint Commission, Commission on the Accreditation of Rehabilitation Facilities (CARF), Office of lnspector General (OIG), VHA Directives and handbooks, and others as needed. Conducts a semi­annual review of associated intranet pages and addresses issues (e.g., broken links) when identified. Creates and maintains a system to facilitate access (e.g., search function) and ensures policies are organized and arranged in· a manner that helps users locate information quickly. Serving as personal administrative assistant to the Quality Manager involving a wide range and variety of administrative and secretarial duties, these include but are not limited to direct responsibility for the administration of the Office of Performance and Quality SharePoint, timekeeper duties for staff payroll, and general office management. Assists in preparing the daily schedule, organizing meetings, and preparing invitations for the Quality Manager as delegated. Discusses plans, problems, alternative resolutions, and makes recommendations to the Quality Manager (QM) or designee as related to the daily functions of the Office of Performance and Quality. Continuously keeps supervisor informed regarding sensitive issues or controversial emerging issues and offers well thought-out recommendations to prevent problems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,02/12/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-7 Minimum Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: guiding, assisting, establishing, monitoring and tracking the quality, efficiency and effectiveness of programs; arranging meetings and assisting in preparing reports/communications; collecting administrative data; utilizing computer databases and registries; reviewing cost items and volume and validating data; assisting on provider audits; time-keeping, email, training items, personal identity/verification and computer access. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-9 Minimum Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Skill in conducting detailed analyses of complex functions and work processes; and Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education, or masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) of graduate school may be used to qualify applicants for the GS-09 level. You will be rated on the following Competencies for this position: Clerical Standards Writing Computer skills Database Administration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires some walking, standing, bending, and carrying of light items, such as paper, files, and books.
