Part of the Organization of the Joint Chiefs of Staff. Responsible for providing oversight, enhanced continuity, expertise, and consultant capability for joint Global Campaign Plan (GCP) assessments, coordinating daily / weekly with the staffs from: Combatant Commands (CCMD), Coordinating Authorities (CA), and their respective cross-functional teams and strategic planners
Duties

As a OPERATIONS RESEARCH ANALYST at the GS-1515-14 some of your typical work assignments may include:
Develops study proposals and leads cross-CCMD Global Campaign Plan (GCP) assessments and studies as directed by the Chief, Global Integration Division (COL/O6).
Provides data-informed assessments of GCPs to inform Global Force Management (GFM) decisions (data resides in the C2IE - Command and Control of the Information Environment platform that all CCMDs use to capture Assessments data).
Provides subject matter expertise and consultation on various assessment functions to support the continual analyses of how Joint Force efforts support National Military Strategy (NMS) goals and objectives in support of the National Defense Strategy (NDS) and the National Security Strategy (NSS).
Directs analytic efforts and statistical model development, and provides technical supervision to team members, including: ORSAs, management engineer and study analysts, and any functional experts assigned in support of a study or project.
Present study findings to the Military Departments (Services), other JS and OSD elements, Congressional Committees, General Accounting Office auditors, or other Federal organizations.

- Work requires travel up to 8 total weeks per year away from the normal duty station, using military or commercial modes of transportation to various CONUS and OCONUS locations.
Qualifications
You may qualify at the GS 14 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Utilizes Industrial Engineering and Quality Assurance analytic methodologies with the ability to develop effective quantitative measures and targets used to evaluate and communicate performance.
Develop recommendations for joint force development based on classical and modern advanced actuarial science, operations research, systems analysis, mathematics, and statistics;
Applies project management techniques and methods to lead and manage analytic studies and projects.
Presents briefings, information papers, and correspondence to senior-level military and civilian officials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below:
REQUIRED: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
