This position is located in Voice of America, Programming Directorate, Africa Division and serves as a first-level supervisor and Service Chief for the Zimbabwe Service segment. The Zimbabwe Service segment has overall responsibility for the production and management of daily radio and TV broadcasting and news distribution services, to include digital media platforms, for various affiliate stations in Zimbabwe in English, Shona and Ndebele languages for targeted Zimbabwe audiences.

Duties

I. Serves as a first-level supervisor and exercises the following supervisory authorities for 25% or more of the time: Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Gives advice and counsels employees on both work and administrative matters. Approves or denies leave requests, work schedules, and training requests. Interviews candidates for positions, recommending appointment, promotion, or reassignment to such positions. Identifies developmental and training needs of employees; provides or arranges for needed development and training. Develops performance standards. Hears and resolves complaints from subordinates. Effectuates minor disciplinary actions such as written warnings and reprimands; recommends action in more serious cases. 2. Exercises strict adherence to the VOA journalistic and ethical codes. 3. Ensures compliance with mandatory training requirements as defined by the agency.

Requirements

  • You must be a U.S Citizen or U.S. National.
  • This is a non-critical sensitive position. If selected, this position requires the completion of the SF-86.
  • Suitability Determination: If selected, you will be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
  • This position is not covered by a Union Agreement.
  • This position has been designated supervisory requiring that the selectee serve on an initial appointment as a supervisor or manager serve a one-year probationary period.
  • If selected for this vacancy, you will be required to file the OGE Form 450 (Confidential Financial Disclosure Report).
  • The full performance grade level for this position is GS-14.
  • Occasional travel is required.
  • If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service.

Qualifications

Screen Out Factor: Applicants must have fluency in the Zimbabwe and English languages that demonstrates the ability to product and present news and information in both languages. Applicants must have one (1) year of specialized experience equivalent to the GS-13 grade level that is in or directly related to this line of work which includes overall responsibility for the production and management of daily radio and TV broadcasting and news distribution services, to include digital media platforms, for various affiliate stations in Zimbabwe in English, Shona and Ndebele languages for targeted Zimbabwe audiences. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. For this position, the following specialized experience is required: Experience with the production and presentation of news and information in the Zimbabwe and English language via all platforms-radio, TV, and social media, and approves content for broadcast programs to Zimbabwe. Expertise in journalism and leading/managing a diverse staff/team of content producers and journalists in the U.S. and abroad producing multimedia content. Expertise in Zimbabwe and the U.S. as it pertains to the creation and production of multimedia content, including production of content for audiences in Zimbabwe. Expertise in the Zimbabwe media market that enables the incumbent to coordinate content for the Zimbabwe service.
