This is an opportunity to join NIST's Engineering Laboratory as an IT Project Manager for the Intelligent Systems Division. Your role will be instrumental in developing and deploying solutions and standard test methods to revolutionize the performance assessment of state-of-the-art information technology (IT) systems. As an IT Project Manager, your work will have a tangible impact on various industrial and emergency response robots, including ground, aerial, aquatic, and wearable robots. Additionally, your work will involve developing innovative methods for data management and forensic data recovery that may aid in national disaster investigations. If selected, you will: Conduct, formulate, and lead efforts in developing novel test methods and metrics for assessing robotic IT systems, such as operator control units, human-machine interfaces, and data acquisition systems. Develop and validate test methods realized in physical/simulated environments and develop and implement real-time data acquisition/analysis techniques for evaluating the effects of software/hardware changes on robotic IT system performance. Plan project research activities/resources, set directions, execute deliverables, and communicate results to internal and external stakeholders. Serve as technical point of contact and project leader to staff/contractors in performing strategic planning activities in robotic IT performance. Lead, manage, and guide efforts within national disaster investigations for data-management software procurement, searching visual evidence and adding metadata, collecting/managing field data, and guiding forensic data recovery efforts. Partner with internal/external stakeholders and serve as subject matter expert to senior research leaders in testing methodology for robotic IT. Lead efforts to standardize test methods for the benefit of US industry.

Qualifications

Basic Requirements Applicants may meet basic requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the basic requirements listed above, all applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-12 (ZP-III at NIST) federal grade level. Specialized experience is defined as experience in: Using robotic information technology systems, to include hardware and software. Working within standards development organization technical committees to develop performance metrics and test methods, and to guide standards through the balloting process. Working with exoskeletons hardware and software. Managing forensic information/evidence. Planning, organizing, and implementing competitions for evaluating robotic IT systems; and Acquiring and managing video data. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
