About the Position: This position is with the U.S. Army Medical Command, Health Care Acquisition Activity, Center for Health Care Contracting, located at Fort Sam Houston, Texas.

Duties

Provide general support to the office and assist customers with the development of procurement packages. Oversee the training program to include individual career requirements, intern training rotations, and continuing education requirements. Conduct mandatory compliance reviews on high dollar, complex contracts for medical supplies and services. Prepare monthly, quarterly and annual reports, compliance reporting. Analyzes, evaluates, and reviews procurement programs/issues, initiating, developing, interpreting, recommends, and maintains contracting, acquisition, and business/office management policies, standing operating procedures and operating instructions. Advise leaders on contracting issues to provide guidance and directions in accordance to regulations. Researches, extracts, and interprets data derived from multiple sources to improve efficiencies with contract actions and prepares monthly, quarterly and annual reports.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Completion of all Defense Acquisition Workforce Improvement Act (DAWIA) for the position is required as a condition of employment.
  • This position has a travel requirement of 10%.
  • This position requires you to submit a Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is an Army Acquisition Workforce (AAW) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.

Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes reviewing high-dollar, complex contracts for supplies and services that support the organizations and activities; conducting research to improve efficiencies with contract actions and prepare monthly, quarterly and annual reports; providing general support to the office and assist customers with the development of procurement packages.
