Duties

Serves as a first line supervisor. Formulates the Program's Water Management Goal activities, including budgets, project activities and activity planning, and policies and procedures. Ensures resources protection and resource conflict anticipation, avoidance, and resolution are emphasized in work planning and the accomplishment of day-to-day activities. Develops and recommends Reclamation's and San Joaquin River Restoration Program's positions and policies to address challenges, increase efficiencies, and reduce costs in implementing the water management goal activities. Manages the preparation of the Program's annual operating budget and the coordination efforts for formulation of out-year projections, and end of year analysis. Functions as Reclamation's specialist and lead coordinator for the formulation, evaluation, selection, and implementation of actions required to meet the Water Management Goals of the Settlement. As the intra-bureau and interagency coordinator, determines the nature and extent of studies and analyses required for investigations. Prepares contracts for all or a portion of assigned investigations. Serves as a resource and technical expert on project management and leading projects throughout the entire project lifecycle - from concept to construction to operations and maintenance. Establishes and maintains liaison with the many federal, state, public and private agencies. Develops effective public information and carries out public involvement programs to keep the general public informed of implementation approaches, identify public concerns, and explain Reclamation policy and methodology. Plans, schedules, assigns, sets and adjusts short-term priorities for project activities within established resources and program requirements.

Qualifications

Basic Education Requirements: Social Sciences Discipline, GS-0101 A. Degree in behavioral or social science; or related disciplines appropriate to the position. -OR - B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -OR - C. Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Biological Sciences Discipline, GS-0401 A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of education and experience with courses equivalent to a major (24 semester hours), as shown in A above, plus appropriate experience or additional education. Civil Engineering Discipline, GS-0810 A. Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Bard for Engineering and technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (A) statics, dynamics; (b) strength of materials (stress-strain relationships);(c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience demonstrated by one of the following (see U.S. Office of Personnel Management qualifications standards operating manual here for specifics): (1) professional registration; (2) written test (EIT); (3) specified academic courses; (4) related curriculum. Physical Science Discipline, GS-1301 A. Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B. Combination of education and experience with courses equivalent a major, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Specialized Experience Requirement: In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to at least the GS-12 in Federal service. Specialized experience at this level is defined as: Experience planning, budgeting, and monitoring water management and/or river restoration activities; providing guidance on services and analysis of water management, flows conditions, seepage and flow mitigation, river restoration, and/or infrastructure. Formulating and recommending policy, practices, and procedures; reviewing and making recommendations on policy issues, plans, methodologies, and practices affecting water management, watershed forecasting, flow management for salmon re-introduction, habitat restoration, and fish protection construction projects; developing appropriate flow plans; or participating in interagency consultations that result in proposed policy and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 03/27/2024.

Education

This position does not allow substituting education for experience.

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
