The position is located in the Office of Surgical Care ICC, at the Fargo VA Health Care System. The incumbent serves as a program analyst to the Administrative Officer Surgical Care ICC. Incumbent may work independently and respond to requests for information and support from the Administrative Officer and/or ACOS.

Duties

Duties Include but are not limited to: Specializes in clinical operations and business analysis and development across a wide range complex activity within the Health Care Systems Integrated Clinical Communities (ICC) in all geographic locations. Conducts studies and leads special projects. Plans studies, prepares program and organizational strategies for identifying opportunities to improve access and efficiency related to the Chief of Staff and Nurse Executive programs. Supports VISN and Health Care System strategic planning processes to include emphasis on Access and Value/Efficiency goals. Develops written communication for the Chief of Staff and Nurse Executive, to include but not limited to, correspondence, actions, program evaluations such as access and efficiency assessments, position/option papers, policy statements and reports that are provided to multiple stakeholders to include internal and external customers such as employees, VISN and VACO representatives, Congressional delegates, and Veteran Service Organizations (VSOs). Assigning action items to ICC responsible owners, tracking, and maintaining these local policies, to assure they are current, up to date, and compliant with continuous readiness. Manages and prepares agendas for meetings and compiles information for presentation at meetings. Tracks follow up items from committee meetings ensuring Chief of Staff and ADPCS/NE assigned items meet deadlines. Obtains and analyzes data that may require to be maintained in an automated tracking system or computer programs using spreadsheets. Maintains the Chief of Staff and ADPCS's schedule/calendar and resolves scheduling conflicts on their behalf. Prepares, completes, tracks, submits performance evaluation documents for the Chief of Staff direct reports. Tracks performance evaluations and Performance Awards/Performance Pay received in the Chief of Staff office. Responsible for the identification of information and analysis needed to manage critical aspects of operations as well as for the design and development of information sources, reports, analytical studies, and data templates. Receives, tracks, researches, and resolves Veterans Clinical Appeals, VACO assigned Medical Advisory Opinions, Board of Veteran Appeals requests. Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations. Develops recommendations and implements new or modified guidelines, work processes and operations in order to improve the effectiveness, efficiency, or timeliness of work processes and information dissemination. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:GS-07 Position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops written communication, correspondence, actions, program evaluations such as access and efficiency assessments, position/option papers, policy statements and reports, knowledge of medical terminology, ability to communicate effectively, both oral and written, and with individuals from an extremely diverse range of backgrounds, including Medical Center staff, beneficiaries, and other agencies and departments, knowledge of proper grammar, spelling, punctuation, format and administrative procedures, and a working knowledge of personal computers and basic software applications. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of 1 full year of graduate level education or superior academic achievement. Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. These honor societies are listed by the Association of College Honor Societies. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only education in excess of the first year (18 semester hours) may be used to qualify applicants. GS-09 Position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience evaluating facility program operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of highly complex administrative problems and conflicts. Knowledge of medical terminology, ability to communicate effectively, both oral and written. Have extensive knowledge of analytical and administrative principles, methods, practices and techniques, and skill in applying such knowledge in modifying standard approaches to difficult and complex issues.
