This position is in the Agricultural Research Service (ARS), Field Organization, Plains Area (PA), Edward T. Schafer Agricultural Research Center, Office of the Director located in Fargo, North Dakota.
In this position, you will provide technical and analytical support required by the location's management team for planning and coordinating the business management activities for the location.
Duties
Prepares reports and analyses to inform management officials and staff regarding procurement and contracting regulations, procedures, alternatives, and availability of funds.
Reviews preliminary contract specifications to ensure adequacy of statements of work, clearances, justifications, and funds availability are confirmed before forwarding to management.
Provides technical and analytical support to the location management team to develop and execute the Annual Resource Management Plans (ARMP) for the location.
Performs cost determinations for use in negotiation of such items as overhead charges, use of facilities, personnel to be furnished, and means of compensation.
Assists the Administrative Officer in providing advisory services thru the formulation and implementation of administrative management policies, procedures, operations, goals, and objectives.
Advises the Administrative Officer and management officials of the potential consequences of each proposed solution and provides reports and recommendations to assist in making decisions.
Analyzes HR information to provide advice to the Administrative Officer and location management officials regarding the implementation impact of the procedures, laws, regulations and policies that deal with human resources related activities.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing reports or recommendations to management to assist in making decisions regarding administrative policies and procurement/contracting regulations; conducting administrative review of agreement statements of work or budgets; and analyzing HR information to provide advice regarding the implementation human resources related activities.

Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Related degrees may include Business, Business Management, or Business Administration.

A combination of education and specialized experience.
