Qualifications

To qualify for the GS-07 level, you must have one of the following:
1 year of full-time* specialized experience equivalent to at least the GS-05 level defined as analyzing or implementing human capital management initiatives.
1 full year of graduate level education; or superior academic achievement (Superior Academic Achievement Definition); the education must provide the knowledge, skills, and abilities necessary to do the work of the position
equivalent combination of education and experience
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of human capital management concepts, principles and practices to assist management officials in conducting human capital management programs; 2) Knowledge of position management principles, concepts, practices and techniques sufficient to assist management in establishing organizational structures that are efficient and support desired grade level; 3) Knowledge of human resources laws, policies, practices and methods in order to support assigned organization's programs; 4) Knowledge of management principles and methods, planning and program goals, objectives and requirements to identify and analyze routine problems in organizational structure, staffing, administrative procedures, or work process; 5) Skill in researching, and organizing information to prepare reports and briefings, evaluate trends, problems areas; 6) Knowledge of Microsoft Excel, SharePoint, and OneDrive; 7) Skill in written communication sufficient to prepare project papers, reports and correspondence.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
