The primary purpose of this position is to coordinate all facets of airlift operations and to lead the efforts of training, integration of IT solutions and supervisory oversight of assigned IT, Financial Management and Travel Support personnel for the Director of Operations, White House Military Office (WHMO).

Duties

Prepares, coordinates, and provides comprehensive global air transportation and logistical support for over 2200 joint military personnel assigned to the White House Military Office. Serves as the first line supervisor under the Director of Operations, WHMO for military personnel (enlisted and/or officers). Provides functional guidance, direction, leadership, training and exercises supervisory personnel management responsibilities. Directs, conducts and carries out various senior level program management activities to include developing policy and procedures necessary to implement revised or new directives of higher headquarters. Serves as senior systems analyst in assessing IT requirements. As the Chief of IT Integration, conducts ongoing assessment of automated equipment, equipment locations, use, costs and acquisition to define opportunities for new or improved installation business processes solutions.

  • Incumbent MUST be prepared to travel on short notice TDY both CONUS and OCONUS locations.
  • Incumbent is subject to after duty recall based on the operations situation. Incumbent required to be on a viable IT-Device 100% of the time.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Misc Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of all aspects of worldwide sensitive air support and mission requirements, including fixed wing and rotary wing assets, ground refueling, air refueling, navigation and employment operations for air assets. Knowledge of developing, implementing and employing unit wide policies, standards and procedures for the management of all aspects of aircraft movement and operational security to ensure resources and program is properly protected while conducting training and real world missions. Knowledge of DoD and USAF policies on special access programs controls and procedures, security regulations, practices, document control and accountability. Knowledge of DOD, Air Force, Federal Aviation Administration, International Civil Aviation rules, and other applicable laws, regulations, instructions, and directives as they pertain to airfield standards, air traffic control, aircraft operations characteristics, and airfield management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of all aspects of worldwide sensitive air support and mission requirements, including fixed wing and rotary wing assets, ground refueling, air refueling, navigation and employment operations for air assets. Knowledge of developing, implementing and employing unit wide policies, standards and procedures for the management of all aspects of aircraft movement and operational security to ensure resources and program is properly protected while conducting training and real world missions. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet requirements and objectives within available resources. Ability to provide a quality final product providing clear and concise details from data collection and research analysis. Ability to communicate orally and in writing sufficient to fully coordinate activities with senior government and management officials and other IT specialists, and to provide user training and support. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
