Duties
As a RANGE OPERATIONS SPECIALIST, GS-0301-09, you will oversee range activities as directed by the Range Control Manager. These activities include coordination of the range maintenance program in order to ensure fully operational ranges. Apply and enforce the Installation Range Safety Program. Prepare and staff installation range safety publications. Ensure that adequate numbers of fully trained personnel are scheduled to support range operations and the communications center. Ensure that radio communications are conducted to military standards and re-trains personnel prior to their operation of the range communications system. Conduct and prepare installation capability briefings and tours as directed by the Range Control Officer. Interface directly with military, civilian and law enforcement agencies desiring to use the installation range complex. Oversee the work effort of employees who are involved in supporting the maintenance, operations, and communications center. Assume the duties of the Range Control Manager in the absence of the incumbent. Perform other duties as assigned.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status.
INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Applicant must indicate at least 24 months experience, education or training in any position that required compiling reports, letters, memorandums, etc., and required person-to-person contacts to convey information. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
