THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a DIRECTOR OF MILITARY SUPPORT, Position Description Number D1785000 and is part of the PA Joint Staff, National Guard. 1 or more Position(s) may be hired against this Announcement. Completion of Intermediate Level Education (ILE) Required

Duties

As a Director of Military Support, GS-0301-13, you will develop, coordinate and implement joint contingency plans for domestic emergencies, civil disturbances, natural disasters, state and federal contingency operations. Work with Military Component Commanders, active and reserve, as well as federal, state and local officials for the purpose of coordinating resources and execution of contingency plans through personal contacts and exercises with contributing agencies. Accomplish staff planning and coordinate on various types of MSCA state level operations. Estimate the post disaster event situation and probable tasks that may be assigned to military organizations/installations of the various services within the state. Develop, coordinate and implement the Antiterrorism/Force Protection Plan to include vulnerability, risk and threat assessments. Develop, coordinate and implement Governor's Plan on drug/law enforcement support, internal and external Drug Demand Reduction program. Develop, coordinate and implement the state NG physical security program to include ammunition, weapons, aircraft, wheeled and tracked vehicles and other federal property stored at numerous facilities statewide. Plan, organize, and direct the activities of the assigned National Guard technicians, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-bargaining Position AOC 1: NG Employees at the Joint Emergency Operations Center AOC 2: NG employees in the Joint Emergency Operations Center AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: OFFICER: O4-O5 Supervisor for this position is COL Farr *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
