Duties
Provides analysis and evaluation of programs and program elements and systems to improve efficiency of internal administrative operations, organizations or management.
Analyzes and evaluates policies, procedures, guidelines, and administrative processes to resolve problems and recommend changes to meet BLM / BLM Alaska initiatives and program goals ensuring compliance with current laws, regulations and policy.
Responds to management requests to analyze problems or issues by developing and presenting workable solutions and management actions that are based on sound management principles and are achievable.
Writes and produces reports, briefing papers, and analyses to assist managers in decision making and responds to requests from other offices.
Prepares directives, memoranda, policy statements and other written guidelines and recommendations.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-9 Level. Specialized experience is defined as the necessary knowledge, skills and abilities to successfully perform the duties of this position. Examples of specialized experience include applying a range of evaluative and analytical methods, techniques, and management procedures to programs, projects, and studies concerning the efficiency and effectiveness of operation; and reviewing existing regulatory data to determine and make recommendations to management officials.

Education: Successful completion of at least three full years of progressively higher-level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree or LL.M from an accredited college or university.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
