Duties

WHAT IS THE LBI (Large Business and International) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Large Business and International Office of Program and Business Solutions, Technology & Program Solutions (TPS) The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Independently identifies opportunities for Data Solutions to use its resources to improve LB&I's ability to use data across compliance programs. Develops and proposes studies related to the establishment, maintenance and use of data frames for use in data science initiatives. Leads key projects that have potential to significantly impact LB&I Compliance portfolio. Assesses business questions brought to Data Solutions to weigh appropriate data science principles and techniques to be brought to bear and makes final recommendations on scope and methodology to the Director. Meets with top-level managers, directors, executives, and stakeholders. Prepares action plans and schedules for various phases of data science project accomplishment, both short and long-range; ensures that plans are consistent with organizational and IRS goals, schedules, and policies. Prepares directives, IRM issuances, memoranda, policy statements, and other written guidelines and recommendations concerning the establishment, maintenance and use of data frames, version control practices for data frames and code, and fitness-for-use criteria for outputs from data science models and algorithms. Conducts briefings and prepares comprehensive reports to keep top-level managers and executives advised on project plans and progress and to communicate findings and recommendations. As appropriate, these products will be available for public viewing and shared throughout the Federal government.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below: SPECIALIZED EXPERIENCE: GS-15 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level that demonstrated accomplishments in serving in a leadership capacity on major programs, leading service-wide projects and/or initiatives, making critical decisions that impact an organization or division, and experience supporting and representing top executive leadership. Experience developing and analyzing quantitative and qualitative measures (i.e., executive dashboards). Experience in the fields of artificial intelligence (i.e., benchmarking and analyzing data to make recommendations on use cases). Experience with SharePoint design and development. Oral and written communication experience to develop, persuade, and negotiate a wide range of technical and implementation issues with all levels of senior leaders, including executives (i.e., explaining complex concepts while collaborating across many business units to gain consensus). Experience networking or serving as a liaison with key internal stakeholders throughout the service for cross Business Unit collaboration and external stakeholders such as Treasury, outside contractors, and other government agencies. Experience developing and implementing change management principles and practices. Experience implementing automation to streamline work delivery (i.e., designed/automated a process workflow to create efficiencies) using new/existing technology. Experience identifying and analyzing service-wide issues of strategic importance and recommending process improvements. Experience transforming the ideas of executive leadership and implementing appropriate solutions service-wide. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
