You will serve as a Master Facilities Manager in the Facilities and Equipment Engineering Division (Code 980) within the Production Resources Department at PEARL HARBOR NSY AND IMF. GS-11: $75,640 - $98,330 GS-12: $90,662 - $117,856

Duties

You will manage the Building Manager Program for Pearl Harbor Naval Shipyard. You will provide the technical and engineering direction necessary to ensure safe working facilities for the Shipyard workforce to effectively accomplish the shipyard’s mission. You will serve as the primary liaison between all Building Managers (BM) and the support service personnel within Codes 980 and 910. You will ensure the Building Managers are provided with all current instructions, forms and policy guidance required to execute their duties. You will periodically inspect facilities and follow up on high interest work requests; this includes performing construction/project management duties as required. You will, after completing inspections, provide technical evaluations of current facility condition and ensure facility meets applicable building codes and life safety standards. You will plan, assess, and coordinate all minor projects on facilities. You will assess and predict potential fire hazards. Mitigate potential of fire damage by proper inspection of fire sprinkler, fire extinguisher, fire riser, fire detection systems for compliance. You will ensure integration of design and construction activities and the implementation and oversight of engineering, architecture, and/or scientific requirements in contracts for design or construction of minor projects. You will utilize engineering principles to plan minor projects. This includes scoping proposed project site, identify and analyze environmental hazards, estimate projected costs, allocate money and perform minor construction engineering duties. You will work with building tenants and building managers to coordinate planning and construction. You will perform project management duties for minor construction projects.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires that the selectee be willing and able to life and/or carry loads/items up to 44 pounds in weight.
  • This position requires that the selectee have good hearing, through normal, improved or corrected means, visual acuity and accurate color discrimination.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes.
  • This position requires frequent field checks which involve walking, climbing, stooping, and bending.
  • Work also requires entry into underground tunnels and caisson tanks.
  • Telephone calls are also expected at all hours of the night to resolve problem areas, some of which require coming back into the Shipyard at night after a full day’s work.
  • This position may require exposure to excessive, intermittent noise, dust, or electrical energy. The position may also require work to be completed in areas around machinery with moving parts and moving objects or vehicles.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector as a professional engineer providing technical expertise throughout all phases of construction or repair projects of facilities (e.g. planning, development, design, modification, alteration, operation, maintenance, and certification) to prevent project delays or economic losses. GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector as a professional engineer assisting with the planning, development, design, modification, alteration, operation, maintenance, and/or certification of facilities to prevent project delays or economic losses. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
