The primary purpose of this position is to operate, maintain, troubleshoot, repair electrical power generating equipment, centrifugal, screw type water chillers, Heating Ventilation and Air Conditioning Systems single and multiple fuel heating boilers, power boilers, and associated auxiliary equipment, pollution control equipment and Energy Management and Control Systems

Duties

- Operates electrical power plant AC and DC switchgear to control and distribute electrical power through primary and secondary electrical distribution systems - Installs, modifies, inspects, trouble shoots, repairs, replaces and overhauls generators, diesel engines, electrical distribution switchgear, control components and other auxiliary equipment required for the operation of a 12 megawatt power plant consisting of four ea. 3000 KW generators, a remote 900 kilowatt power plant consisting of 1 ea. 850 KW generator set, and a remote 250 kilowatt power plant consisting of 1 ea. 250 KW generator set. - Operates, installs, inspects, repairs, troubleshoots, replaces and or overhauls chillers and all chiller plant support equipment chiller plant consists of twelve chillers ranging from 1300 ton to 1000, eight cooling towers, water pumps up to 3100 GPM, electrical motors from fractional to 125 HP, pneumatic and electronic control systems, pneumatic valves, level controllers and other associated equipment used in the operation of the central chiller plants - Operates, installs, modifies, inspects, troubleshoots, repairs, replaces and overhauls large HVAC systems, HVAC subsystems and components such as large air handler units with capacities up to 138,200 CFM, hot water and steam boilers with capacities up to 4185 MBH, electric and pneumatic control systems, humidifiers, pumps, variable air volume (VAV) boxes, air conditioning units, evaporative coolers, steam valves, traps, gas/water valves and pressure regulators. - Operates an Energy Management and Control System (EMCS) used to monitor and control all HVAC systems within the facility. Starts/stops equipment, does trend logs and graphs on equipment operation and adjusts control limits on HVAC systems and subsystems within the facility. Utilizes established safety practices, rules, regulations, and procedures to maintain safe and clean work environment.

  • Certification in HFC/HCFC refrigerant processing is preferred, but not required.
  • Must be able to obtain and maintain a Top Secret security clearance
  • The duties of this position meets all requirements as a cat4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively
  • This position must be removed from the Reserve and CAN NOT become a member of the Ready Reserve. (TAW: DoDD 1200.7 "Screening the Ready Reserve")
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a UTILITY SYSTEMS REPAIRER-OPERATOR without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide variety of technical practices in order to perform operational repairs and preventive maintenance on boilers, auxiliary, and pollution control equipment; and of steam or high temperature hot water boiler plant equipment including single or multiple fuel power boilers fueled by coal, oil, refuse derived fuel, wood, natural gas, or a combination of these fuels; auxiliary pollution control; other auxiliary equipment and knowledge of associated safety regulations, practices, and procedures. 2. Skill in the use of measuring instruments such as gauges, meters, recorders, analog displays, and computer generated data to determine operational status and make necessary adjustments and knowledge of associated safety regulations, practices, and procedures. 3. Ability to interpret diagrams, drawings, operating manuals, or special facility procedures to be followed during emergencies, equipment failures, or system malfunctions. 4. Ability to operate auxiliary equipment and pollution control equipment; to operate power boilers using computer-controlled equipment that produce steam or high temperature hot water; and to perform preventive maintenance and various operational repairs and knowledge of associated safety regulations, practices, and procedures. 5. Skills in either Power Support System Mechanic or Air Conditioning Mechanical trade and knowledge of associated safety regulations, practices, and procedures. 6. Ability to operate and maintain auxiliary equipment such as air compressors, pneumatic control systems, pumps and motors, refrigerant air dryers, batteries and battery chargers and knowledge of associated safety regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: Frequently works in confined areas in and around boilers and support equipment; e.g., auxiliary and pollution control equipment. Work requires moderate to strenuous physical effort and long periods of walking, kneeling, standing, climbing, bending, and crouching. Frequently lifts and carries boiler parts, equipment, and chemical supplies weighing up to 50 pounds unassisted and occasionally items weighing over 50 pounds with assistance of other workers or weight handling equipment. WORKING CONDITIONS: Employee normally works indoors on concrete surfaces. Occasionally works outside for short periods. When working outside is subject to prevailing weather conditions. Works on catwalks and ladders. Employee is subject to high temperatures, high noise, rotating machinery, soot, dirt, grease, chemicals, oil, and fumes in the work area. Exposed to toxic effects of refrigerants and steam temperatures up to 115 degrees. Subject to cuts and abrasions from use of tools and equipment and burns from acids, caustics, and contact with pipes and boilers. Working in close quarters or in high places is not unusual.
