The primary purpose of this position is to To lead three or more workers on a regular and recurring basis to accomplish trades and labor work as they operate, maintain, troubleshoot, and repair electrical power generating equipment, centrifugal and screw type water chillers, Heating Ventilation and Air Conditioning Systems (HVAC) single and multiple fuel heating boilers

Duties

- As a working leader, performs non-supervisory duties such as passing on to other workers instructions and directions received from the supervisor. Assists supervisor in organizing work in accordance with priorities and established objectives. Motivates and sets the pace for subordinates to meet deadlines. Works alongside section personnel, sets the pace and demonstrates work methods when necessary. Obtains needed information or decisions from the supervisor on problems that come up during the workday. Urges workers to follow instructions received and to meet suspenses or deadlines. Maintains current knowledge and answers questions from workers on procedures, policies, written instructions and other directives. Ensures that there is enough work to keep everyone on the work crew busy. - Performs and leads others in performing preventive and scheduled maintenace on plant systems and equipment.Performs and leads others in Troubleshooting HVAC/R systems with complex problems and extensive repairs requiring judgment to locate malfunctions. Performs and leads others in operating an Energy Management and Control System (EMCS) used to monitor and control all HVAC systems within the facility. Starts/stops equipment, does trend logs and graphs on equipment operation and adjusts control limits on HVAC systems and subsystems within the facility. Installs, modifies, inspects, trouble shoots, repairs, replaces and overhauls generators, diesel engines, electrical distribution switchgear, control components and other auxiliary equipment required for the operation of a 12 megawatt power plant consisting of 4-3000 KW generators, a remote 900 kilowatt power plant consisting of 1-850 KW generator set, and a remote 250 kilowatt power plant consisting of 1-250 KW generator set. - Performs and leads others in operating mechanical and industrial distribulion systems including generators, chillers, condensers, cooling towers, industrial water (chilled and condenser) and domestic water systems and their supporting equipment. Performs emergency fabrication to modify equipment to fit local conditions. Ensures all utility subsystems required to support critical mission centers function wilh utmost reliability. Ensures survivability systems are properly configured. Interprets and applies complex building plans, blueprints, wiring diagrams, engineering drawings, and maintenance and repair manuals to determine material, tools, and equipment needed for the project and how or what repairs need to be made. Performs the daily operation of the EMCS. - Performs preventive maintenance and other periodic inspections on all chillers and associated chiller plant equipment. Conducts chemical analysis and makes chemical additive adjustments for chilled water, condenser water and hot water systems. Visually monitors and inspects equipment operations using pressure/temperature gauges, flow/pressure/temperature transmitters and other special equipment, tools and meters required in the operation, maintenance, troubleshooting and diagnoses of air conditioners, chillers, cooling towers, gear reducers, pumps, and other chiller plant equipment. - Performs and leads others operating, installing, modifying, inspecting, troubleshooting, repairing, replacing and overhauling large HVAC systems, HVAC subsystems and components such as large air handler units with capacities up to 138,200 CFM, hot water and steam boilers with capacities up to 4185 MBH, electric and pneumatic control systems, humidifiers, pumps, variable air volume (VAV) boxes, air conditioning units, evaporative coolers, steam valves, traps, gas/water valves and pressure regulators. Perform preventive maintenance inspections, modifications and repair on all HVAC systems and associated equipment such as pumps, motors, purge pumps, boilers, pneumatic and electric controls and valve actuators, fans and other equipment required in the operation of HVAC systems. - Utilizes and ensurers others utilize established safety practices, rules, regulations and procedures to maintain a safe and clean work environment. Uses and assures proper fit of required safety equipment and clothing, such as safety shoes, glasses, ear protection, face masks, hard hats, full arc-flash PPE and fire retardant gloves. Uses and maintains tools including computer controlled systems, specialized test equipment, and related testing devices. Follows federal and state rules when storing, using, handling, labeling, and disposing of hazardous materials and waste in accordance with environmental standards.

  • Position requires CFC/NCFC Certification (universal) as required by 40 CFR Part 82, Subpart F., EPA.

  • Will be required to train/guide lower graded (or other trades) military/civilian employees.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Key Posiiton- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status
  • Drug Testing- This is a drug testing designated position. The incumbent is subject to random testing for drug use
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the 4742 - Utility Systems Repairing-Operating. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of the assigned position without more than normal supervision JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles and theories of air conditioning and refrigeration and properties of refrigerants 2. Knowledge of mechanical, electromechanical, and pneumatic principles to inspect, install, test, maintain, and repair power boilers and associated auxiliary and pollution control; Knowledge of the construction and operation of a variety of large industrial and commercial refrigeration and A/C systems. 3. Knowledge of electrical equipment. i.e., meggers, test lamps, voltage testers, ammeters, and polarity testers; Knowledge of safety regulations, practices, and procedures; Knowledge of regulations, procedures, and policies related to records maintenance and documentation. 4. Skill in dismantling, repairing, and reassembling pumps, impellers, compressors, chillers, receivers, and evaporators to include balancing, aligning, and maintaining turbines, pumps, generators, and ash shredding equipment and preheaters; Ability to maintain difficult balances of a variety of refrigerant controls and complicated motor controls 5. Skill in troubleshooting complex problems on large projects and applying prescribed test procedures; Skill in the use of hand tools, power tools, and a variety of test equipment. 6. Ability to read and interpret instructions, blueprints, drawings, sketches, and specifications; Ability to lead and do the work of the position without more than normal supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. Physical Effort The employee lifts, carries, and handles equipment up to 50 pounds unassisted and over 50 pounds with assistance. Works from ladders, scaffolding platforms, or cramped areas where equipment, parts, or tools are hard to reach. Work requires frequent stooping, stretching, bending, kneeling, and working in tiring, uncomfortable positions for long periods. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys as required. Working Conditions The employee works indoors and outdoors, on elevated structures, and in cramped areas. Subject to discomfort from face masks or other protective devices when there is a possibility of exposure to chemicals, heat, steam, noise, noxious gases, fumes, or acids. Occasionally works outside, on top of buildings, in drafty attic spaces, and in cramped areas with low overheads. Subject to possible burns, electrical shocks, cuts, strains, bruises, and chemical irritations. To reduce dangers from these and other similar conditions, follows prescribed safety practices and use safety equipment such as safety glasses, hard-toe shoes, respirators, hard hats, full arc-flash PPE and fire retardant gloves.
