This position is in the Department of Veterans Affairs, Veterans Health Administration, Columbia VA Health Care System (VAHCS), Engineering Service, Columbia, SC and reports directly to Maintenance Control Manager. The primary reason for the position is to assist in the implementation and managing of the IBM Maximo Asset Management.

Duties

The purpose of this position is in assisting, reviewing, planning, scheduling and conducting project roll updates, training and implementation to evaluate and recommend ways to improve the efficiency and effectiveness of work operation in the Maximo program implementation and support setting. The IBM Maximo Asset Management is a technology that uses database and application server technologies to help manage all asset types in a single platform. The equipment in this program is extensive and includes several complex devices such as multiple CT scanners, mammography units, MRI units Air Handlers and Nurse Call devises. The medical center is a large multi-divisional tertiary care institution with several outpatient and community-based outpatient clinics. Manage the asset life cycle including inventory asset records, resources, work management, service requests and reports. Manage an equipment program with codes, standards and guidelines which are interpreted and regulated within the clinical and non-clinical equipment. Develops local standards, polices and procedures concerning the use and maintenances of any elements of the medical facility database. Works with the Special Projects Team (SPT), in conjunction with outside contractors and the Service Oriented Architecture Research and Development (SOARD) Board. Assist with all aspects of VISN-wide implementation of the Maximo program including data cleansing, training, customer support etc. Provides advice and assistance to customer, troubleshoot complex problems and provide support in a manner that minimizes interruptions in customer's ability to carry out critical business activities. Plans, coordinates and accomplishes broad and complex studies to identify and determine the medical facility administrative and technical data requirements specifications and the database applications that are necessary to develop, modify and apply medical facility data management systems Diagnoses and resolves problems in response to customer reported incidents. Report changes to customer operating environment. Provides group and individual fact-to-face training and Maximo applications support for customers. Knowledge of enterprise management systems and the Microsoft Office (MS) Suite, MS Window, VISTA and MS Window operating systems to provide advice and assistance to customers, troubleshoot complex problems and provide support in the manner the minimizes interruption in customer's ability to carry out critical business activities. Develops reports in Maximo pulling data from the Asset, Work Order, Preventive Maintenance (PM) and the Space applications for all uses communities ensuring all management requirement are met. Work closely with Planning and Constructions Sections to manage the Maximo location applications and verify information is correct. Develop and run queries and reports. Assists with all aspects of VISN-wide implementation of the Maximo program. Serves as advisor to Engineering Management for documentation regarding TJC requirements including PM work orders and vendor tests for medical gases emergency generators, transfer switches, fires alarm systems, fire pumps, negative pressure rooms and laminar flow hoods. Monitors various performance indicators and makes recommendations for improvement. Performs analysis and assists in the completion of the annual CAPRES and e BERS survey as well as reports for other user communities. Performs other related duties assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must have strong working knowledge of an organizational structure as is it relates to the medical facility, applying analytical and evaluative methods and techniques to issues or functions related to office administration; knowledge of inventory, polices, and procedures, which affect administrative operations; knowledge of the major issues, program goals, and objectives, work processes, and administrative operations, of the organization; knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; skill in conducting detailed analyses of complex functions and work processes; interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations; knowledge of, and ability to apply, accepted management processes, practices, principles, theories, and objectives; establishing and maintaining effective working relationships with various facility program areas; ability to manage data, design data elements, and report forms; applying fact-finding techniques to gather information necessary to perform analytical review; various problem-solving techniques; clearly and concisely communicate, through both formal and informal written and verbal communications in the form of reports, technical papers, and briefings.
