This position is located in the Department of Housing and Urban Development, Assistant Secretary for Policy Development and Research. Duties

As a Social Science Analyst, you will: Develop recommendations for new or revised policies and programs. This involves careful review of questions raised in Congressional and OMB hearings, review of program demonstration and evaluation efforts, discussions with program office staff, and with outside experts. Provide policy recommendations on pending or proposed legislative actions. This involves working in conjunction with other offices within HUD to develop and negotiate mutually acceptable policy recommendations. Undertake policy and program analyses of issues and program functions related to the Department's budget and policy responsibilities. Prepare or participate with other Assistant Secretaries in policy studies on major housing and urban development issues. Coordinate policy matters involved in interagency program development. This involves participating on interagency task forces or working groups.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Conducting or supervising statistical analysis and research on community development, housing, homelessness, health (as it relates to housing and community development), or poverty programs using social science research methods and principles; AND Interpreting and applying knowledge of research findings and research methods to inform the development of sound laws, regulations, and programs regarding housing, health, community development, or poverty issues; AND Providing insight and sharing knowledge with internal and external stakeholders about research relevant to the evaluation of community/urban development, housing, homelessness, social determinants of health, and poverty programs and initiatives. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

Basic Requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
