The primary purpose of this position is to serve as senior engineer, analyst, computer scientist with responsibility to perform test and evaluation of C4ISR systems. Prepares necessary documentation to outline test objectives, purposes, special requirements for participating agencies, agency responsibilities, test description and schedule.

Duties

Perform a broad range of C4ISR and weapons systems test/assignments documenting test methodologies and directives and evaluating the effectiveness of advanced C4ISR and weapons systems testing, related equipment, resources, and force structures. Provide technical guidance, advisory support, resource management, and assistance on an entire test project and/or major phases for broad and varied operations. Attends meetings, conferences, briefings, and seminars related to test program planning/execution, advanced technologies, and support system concepts. Interfaces with headquarters and other technical/analytical agencies on advances in state-of-the-art technology. Accomplish professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs.

OPERATIONS RESEARCH series 1515 Basic Requirements for Operations Research Series 1515 can be found at Operations Research Series 1515 (opm.gov) Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. COMPUTER SCIENCE Series 1550 Basic Requirements for Computer Science Series 1550 can be found at Computer Science Series 1550 (opm.gov) Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems for the following job series. GS-0801-13 SPECIALIZED EXPERIENCE includes performing a broad understanding of the test & evaluation, and acquisition program management concepts, to include understanding government philosophy and policies. Requires mastery of advanced concepts, principles and practices that enables one to serve as an expert in the test and evaluation area of Command, Control, Communications, Computers, Intelligence, Surveillance & Reconnaissance (C4ISR) systems. GS-1515-13 SPECIALIZED EXPERIENCE involve the application of, or research into, computer science methods and techniques to store, manipulate, transform, or present information by means of computer systems. The primary requirements of the work are (a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences. GS-1550-13 SPECIALIZED EXPERIENCE involve designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. The work also involves analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems. The primary requirement of the work is competence in the rigorous methods of scientific inquiry and analysis. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a broad range of C4ISR and weapons systems test techniques and possession of analytical abilities. Skill to negotiate and/or defend findings and program support concepts. Ability to lead test teams; originate new ideas, projects and methodologies; and support the execution of test projects and/or studies within established financial and/or time constraints. Ability to communicate effectively both orally and inwriting; negotiates complex issues; and maintains good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
