You will serve as a Inventory Management Specialist at the GG-12 grade level within Naval Communications Security Material Systems (NCMS), responsible for communications security (COMSEC) equipment management, distribution, accountability, and disposal.

Duties

You will utilize the Common Tier (CT-1) system to review, evaluate, plan, and transfer communications security (COMSEC) equipment to ensure proper distribution and handling of communications security (COMSEC) material. You will process official written and voice requests regarding disposition, transfer, destruction, and issuance of communications security (COMSEC) equipment for the Department of the Navy (DoN). You will prepare and transmit official written responses for incoming communications security (COMSEC) related messages. You will track the receipt and response to 100 percent of the communications security (COMSEC) related messages and emails addressed to Naval Communications Security Material Systems (NCMS). Assigns daily tasks to designated communications security (COMSEC) managers and maintains a systematic record to track the progress and completion of incoming communications security (COMSEC) request. You will manage the “Release of communications security (COMSEC) equipment related guidance” in accordance with policies promulgated by OPNAVINST 2221.5 (series) and Department of Navy (DoN) communications security (COMSEC) policies. You will manage the communications security (COMSEC) equipment issuance, transfers, returns, and associated transactions within communications security (COMSEC) accounts. You will prepare and submit detailed weekly status reports. You will represent the Department of Navy (DoN) on joint board, committees, and working groups with regards to communications security (COMSEC) inventory, status, disposition, plans, and operations. You will develop briefings on current and future communications security (COMSEC) equipment.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You must obtain and maintain a Secret security clearance. Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may require a polygraph examination.
  • This position may require a 2-year DCIPS Trial Period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Utilizing systems to review, evaluate, plan, and transfer communications security (COMSEC) equipment to ensure proper distribution and handling of communications security (COMSEC) material. Processing written and voice requests regarding the disposition, transfer, destruction, and issuance of communications security (COMSEC) equipment. Preparing and transmitting official written responses for incoming communications security (COMSEC) related messages. Managing communications security (COMSEC) equipment issuance, transfers, returns, and associated transactions within communications security (COMSEC) accounts.
