You will serve as a PUBLIC AFFAIRS SPECIALIST in the Office of Deputy Superintendent of NAVOBSERV.

Duties

You will disseminate information related to United States Naval Observatory (USNO) programs, objectives and mission. You will utilize word processing and desktop publishing software to develop news releases that effectively transmit highly technical information regarding scientific research and complex programs to the general public. You will assist library and collection management staff in maintaining the USNO’s historic instrument collection and compile and submit USNO’s annual Command Operations Reports to Naval History and Heritage Command. You will organize and assist in conducting scheduled or ad hoc special tours, relating in a clear manner the mission and functions of the USNO. You will plan and coordinate educational outreach programs to a broad public via the A7 World Wide Web and formulate new and innovative ways to reach the general public. You will arrange and coordinate the development of new displays and exhibits. You will have and apply knowledge of positional astronomy, time, and earth orientation. You will have and utilize detailed technical knowledge of astronomy, physics and astrophysics, including determination, maintenance and dissemination of time and Earth Orientation data.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

To qualify for the PUBLIC AFFAIRS SPECIALIST, GS-1035-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience planning, coordinating and executing assignments according to established plans, policies, and public programs. Experience planning, developing, writing and releasing information designed for national audiences through newspapers, radio, television and wire services to its corresponding news and information media outlets. Experience arranging photographic services, or taking necessary photographs for sponsored events, official visits, and special events supporting DOD and other U.S. Government entities. Experience serving as content manager and webmaster for public-facing website and social media presences. Experience using graphic arts and other computer programs to design presentations, posters, displays and other visual materials necessary for effective representations of command briefings. Experience and knowledge of interpreting and communicating highly technical information specific to astronomy, physics and astrophysics, including determination, maintenance and dissemination of time and Earth Orientation data.
