The primary purpose of this position, Information Technology Specialist (Network Services), GS-2210-11, is to serve as a base systems administrator to monitor the Local and Wide Area Network (LAN/WAN), including the planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, and maintenance testing.
Duties
1. Administer the base Local Area Network (LAN).
2. Conduct problem analysis to identify trends, ineffective practices or procedures, and equipment shortcomings.
3. Plan for current and future technology integration and work issues for compatibility and standardization based on current and projected customer needs.
4. Ensure the rigorous application of information security and assurance policies in the delivery of network services.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR) for the GS-2210, Information Technology (IT) Management Series, 2210 (Alternative A) Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; knowledge of network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems and security plans and procedures consistent with existing or planned network infrastructures; knowledge of a wide variety of established commercial network design programs and how they interrelate and function within various environments; skill in applying IT network development concepts and techniques to provide computer applications which provide functional support for users; ability to analyze functional IT network system requirements, translate findings into functional requirements, develop supportable recommendations for enhancement, and apply a wide variety of methodologies and tools.

EDUCATION: Successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combinations of successfully completed post master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.
2. Knowledge of the network architecture, topology, protocols, and security requirements typically found at the base level.
3. Knowledge of configuration management concepts and practices to develop and implement plans for LANs and WANs.
4. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.
5. Ability to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate JA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
