You will serve as a GENERAL ENGINEER in the TEST & OPERATIONS DIVISION, FLIGHT TEST INSTRUMENTATION BRANCH of NAV ORD TEST UNIT.

Duties

You will be responsible for assuring the readiness of range and program-owned flight test instrumentation systems for missiles and Conventional Prompt Strike (CPS) flight test programs. You will provide technical direction, monitoring and evaluating of the planning, design, modification and operation of the Range instrumentation systems at the Eastern Range (ER) and Pacific Range (PR). You will review and validate various missile tracking and instrumentation systems, support tests and assess equipment assets. You will analyze proposed follow-on missile programs to determine the probable impact of new/improved flight test instrumentation and data collection upon present and planned missile flight instrumentation. You will provide analysis of day-to-day program needs and financial oversight to determine instrumentation and/or administrative support deficiencies, if any, and to initiate corrective action where necessary. You will prepare basic criteria and establish completion schedules for missile flight test instrumentation and assign projects, via official correspondence, to the ER and PR for the preparation and implementation of changes affecting Range systems. You will provide technical engineering services on a wide variety of unique instrumentation, communication, and data recording systems. You will serve as a consultant and assist various military agencies and civilian contractors during the preparation of detailed plans and specifications for specialized missile instrumentation and support equipment. You will participate in final reviews of completed plans and specifications to insure functional adequacy, technical feasibility, conformance with criteria, economy, completeness, clarity and adherence with required format. You will establish priorities and determines methods of accomplishing projects based upon program requirements, funding limitations, labor relations and other considerations. You will participate in all phases of project implementation to ensure compliance with specifications, satisfactory rate of progress and report on progress of the project. You will anticipate possible problem areas and initiates corrective action to prevent any delay in technical implementation or equipment readiness from causing a delay in the critical missile test schedule. You will attend technical meetings in connection with instrumentation requirements, development and design. You will travel to various range sites to observe testing/preparations for and operations of flight test instrumentation systems during missile flight test missions.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the basic education requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer experience with Missile Systems including their development, test, evaluation, production or deployment criteria. Experience with data collection instrumentation to include telemetry, radar, communication, or optical systems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
