Duties

You will serve as a General Engineer located in the Support Services and Planning Division/ Facilities Management Branch of the Naval Ordnance Test Unit (NOTU), field organization of the Strategic Systems Programs (SSP). You will serve in NOTU's Facilities Management Branch with a team of facilities engineers as an engineering Subject Matter Expert (SME) in construction project management and facility engineering. You will provide technical direction, monitoring and evaluating the planning, design, construction, modification, maintenance and operation of Navy facilities assigned to NOTU. You will plan, administer, monitor and/or complete Scope of Work (SOW), Requests for Proposals (RFPs), engineering drawings, and design reviews for engineering drawings, for maintenance, renovation, recapitalization, and modernization projects. You will establish priorities and determine methods of accomplishing projects based upon program requirements, funding limitations, and other considerations. You will guide all phases of project implementation to insure compliance with specifications, satisfactory rate of progress and proper knowledge of progress and requirements. You will anticipate problem areas and initiates corrective action to prevent any delay in facility or equipment readiness from causing a delay in the extremely critical missile test schedule; and participates in inspections of complete projects. You will work with Naval Facilities Engineering Command, contractors, and the U.S. Space Force in the preparation of plans, criteria and schedules; and provide technical engineering services on a variety of unique buildings, facilities and systems. You will assist the Fleet Ballistic Missile (FBM) civilian contractors and military agencies during the preparation of detailed plans and specifications for specialized missile facilities and support equipment. You will participate in final reviews of completed plans and specifications for equipment for NOTU to insure functional adequacy and technical feasibility. You will participate in the establishment and implementation of a preventative maintenance program to maintain and control the quality of facilities and services for all Navy-assigned buildings on the Cape Canaveral Space Force Station.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may board aircraft, surface ships, and submarines.
  • This position may be required to work evenings, weekends, holidays; work overtime, recall to duty.

Qualifications

In addition to the basic education requirement, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer applying engineering concepts and principle in the design, construction, and repair of facilitiy related projects and systems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
