Duties

You will work with subordinate personnel in developing reasonable performance goals which both enhance/challenge individual standing and which support program and higher-level objectives. You will set priorities, and prepare schedule, and completion. You will give advice, counsel, and/or instruction to individual employees on both work and administrative matters. You will find ways to improve production or increase the quality of directed work and develops performance standards. You will lead cost, schedule, and performance plans and strategies to enable effective and efficient IT products that include extensive (flag/SES) stakeholder engagement and leading and/or supporting management, etc. You will lead acquisition and IT systems requirements for effective and efficient development and execution of EPS in accordance with governing acquisition and procurement/contract laws, regulations, and policies.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14/15 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Lead cost, schedule, and performance plans to enable effective IT products; Plan and manage IT resources to support the development and sustainment of Electronic Procurement Systems.
