This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Duties
Oversee the daily operations of the Standard Reference Data program, including provision of data-related websites and web applications. Oversee business processes of the Standard Reference Data Program, including interaction with the Salesforce-based eCommerce system. Supervise customer engagement staff, monitor income and expenses, and assure overall solvency of the program. Is responsible for interfacing with NIST business operations staff, working to resolve operational problems and improve user experience. Monitors SRD purchase requests and screens purchases from countries of concern. Supervise group staff, develop annual performance plans and perform annual performance assessments, advise staff on career development opportunities, support an equitable work environment, and assure compliance with Laboratory and NIST-wide policies for behavior and performance. As a member of the ODI management team, support Division-wide decision making and priority assessments. Contribute to overall budget planning and monitoring, personnel hiring and retention, and other general management responsibilities. As needed, represent the Division at higher level management discussions in the absence of the Division Chief.

Qualifications
Basic Requirements:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience:
In addition to the basic requirements and selective placement factor, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as experience that includes management of a portfolio of Standard Reference Data (SRD), consistent with the SRD Act of 1968; Expertise in XML schemas, particularly as applied to the description of Standard Reference Materials and Standard Reference Data, and the deployment of web-based applications for data access.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
