About the Position: Serves as Container Handler Operator Leader over a team of 4 or more personnel operating various makes, types, and sizes of container handling equipment, capable of lifting up to 99,000 pounds as high as 48 feet, to perform the loading, unloading, moving, or lifting of heavy containers.
Duties
Lead a team of personnel operating various makes, types, and sizes of container handling equipment capable of lifting up to 99,000 pounds as high as 48 feet to load, unload, and move heavy containers.
Conduct inspections of intermodal containers.
Receive instructions from the supervisor and pass instructions on to crewmembers.
Ensure the team effectively accomplishes assigned tasks in accordance with (IAW) safety, security, and other procedures and requirements.
Provide the supervisor reports on work progress, delays, and overall work operations.
Load, unload, lift and move Twenty Foot Equivalent Unit (TEU) and Forty Foot Equivalent Unit (FEU) containers loaded with ammunition, explosives, and components including guided missiles, bombs, high explosives, and ammunition components.
Operate a gasoline or diesel-powered truck tractor with semi-trailer, lift trailer, or van to haul a wide variety of high explosives, munitions, and components as well as inert items.
Operate electric or gasoline-powered fork lifts capable of lifting up to 36,000 pounds to load and unload items from trucks or rail cars, TEU's, and ammunition magazines, and to stack and palletize items.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be cleared IAW requirements of AR-190-11, Physical Security of Arms, Ammunition, and Explosives (AA and E).
- Pre-employment and annual physical examinations are required.
- Pre-employment and random drug testing is required.
- Moderate to heavy lifting up to 45 pounds is required.
- A Commercial Driver's License (CDL) with Hazardous Materials (HAZMAT) endorsement is required within 120 days of appointment.
- A license to operate a fork lift with up to 36,000 pounds lift capacity is required within 60 days of appointment.
- Must meet the requirements of AMCR 350-4, Training and Certification Program for personnel working in ammunition operations, within one year of appointment.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Container handler Operator (MVO) Leader without more than normal supervision. Ability to Lead or Supervise by passing on work instructions to other employees, setting the work pace, and advising employees on following instructions. Operate various container handling equipment to load, unload and move containers, operate motor vehicles to transport items from pick-up point to destination site, and operate forklifts to load and unload items from trucks or rail cars. - Failure to meet this Screen Out Element will result in an ineligible rating.

PHYSICAL EFFORT: Worker is subject to continuous physical strain from simultaneously manipulating many levers and controls; from lifting and handling heavy containers, from vibrations caused by the container handler; and from jerking and jolting motions while lifting and moving loads. Work involves continuous climbing, reaching, bending, and twisting of body. Requires lifting, positioning, and carrying items up to 45 pounds while loading or unloading cargo. May occasionally lift heavier items with assistance. Moderate physical effort is required to make truck-tractor and semi-trailer connections. There is continuous physical activity in reaching, bending, turning, or moving feet and legs to manipulate controls. Subject to cuts, scratches, and bruises from loading or unloading vehicles. Subject to possible serious injury resulting from traffic accidents. Is required to work on concrete floors. Work is performed where there is unpleasant dust, dirt, fumes, and noise from truck operations. May wear masks, gloves, goggles, and rubber books as appropriate.
WORKING CONDITIONS: Equipment is operated outside during periods of extreme heat and cold from a cab that is enclosed. Operator is subject to noise, dirt, dust, and fumes; and is exposed to danger from moving machinery and the overturning of the container handler. Accomplishment of duties requires the wearing of protective clothing such as safety shoes, glasses, coveralls, etc. There is a chance of injuries ranging from loss of life to burns, cuts, bruises, strains, and nausea.
