This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB & MRTFB to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Operate truck tractors w/full trailer, box trucks and forklifts to transport ammunition, explosives, missiles, and components.
Duties
Operate gasoline or diesel-powered trucks or truck tractors with trailer or semi-trailer with air brakes to transport passengers, supplies, materials, or equipment and tools or to tow equipment throughout rural or urban areas.
Maneuver vehicles in heavy traffic and in close tolerances on interstate highways, winding roads and steep grades while manipulating the dual braking system to prevent the semi-trailer from jackknifing.
Receive, stow, issue, and re-warehouse all types of ammunition and ammunition components.
Operate electric, diesel, or gasoline-powered forklifts capable of lifting up to 10,000 pounds in loading and unloading explosives and inert material into and out of railcars, trucks, and loading docks.
Select appropriate methods of packing an material to be used in packing on the basis of class of items (classified according to shape, mounting provisions and resistance to shock).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to possess and maintain a Commercial Driver’s License Class A with a Hazardous Material endorsement.
- Required to complete pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Subject to pre-employment screening and random testing.
- Subject to the provisions of the Domestic Violence Offender Gun Ban known as the Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence from possession or access to firearms or ammunition.
- Required to meet Arms, Ammunition and Explosives Security Certification/Screening in accordance AR 190-11.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Motor Vehicle Operator (Materials Handler) ~ without more than normal supervision. The ability to perform common tasks including operation of vehicles and equipment such as trucks or truck tractors with trailer or semi-trailer; have a basic understanding on how to maneuver such vehicles when driving and backing in narrow or congested areas, between buildings and when positioning vehicles at loading docks and/or public roads and highways; and basic understanding of how to load and unload cargo. Operating a forklift that is capable of lifting up to 10,000 pounds and perform operator maintenance on equipment and vehicles to ensure safe operation. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: Work is generally performed on hard surfaces, uneven ground surfaces, and in areas that require the incumbent to stand, stoop, bend, climb, use excessive arm movement, and work in tiring and uncomfortable positions. Frequent lifting and carrying of parts, equipment, and packed containers weighing up to 70 pounds is required. May occasionally lift heavier items with assistance. Employee is required to wear safety clothing and equipment appropriate for the job and work area where assigned, as directed by the supervisor. The types of protective clothing and equipment include, but area limited to eye, respiratory, foot protection, and protective clothing (gloves, apron, coveralls, etc.). During forklift operation, physical effort is required in braking and steering, manipulation of clutch, shift, lifting and tilting mechanisms.
Working Conditions: Work is performed inside shop areas or in partly enclosed areas that are sometimes uncomfortably warm, cool, damp, or drafty; and outside in all kinds of weather. Works in near zero temperatures, with almost constant wind and snow, also is subject to discomfort from heat, high-velocity dry winds, ticks, snakes, etc. May perform work around protruding nail heads, steel banding, broken carrier floors, etc. Frequently exposed to loud noises such as those from power saws, hammers, and nailing machines. Exposed to nose and lung irritations from sawdust, chemically treated pallets and boxes plus particles, nails, staples, and fasteners; to splinters from handling unfinished wood, and subject to cuts, scratches, and bruises from loading or unloading vehicles. Is also required to work on concrete floors and in areas where there is unpleasant dust, dirt, fumes and noise
