The primary purpose of this position is to broaden the skills and/or enhance the leadership abilities of the incumbent, while contributing support to the mission and function of the organization and processes of the Air Force Civil Engineering.

Duties

DUTY 1: Performs Career Broadening assignments/duties; serves as the strategic joint basing advisor for civil engineering in matters relating to Joint Basing, installation support, and installation resiliency. DUTY 2: In a Career Broadening capacity, analyzes a wide range of strategic information and prepares reports, proposals, briefings, and advocates, as necessary, to express the Civil Engineering enterprise position regarding matters at the strategic level. DUTY 3: Serves as the technical lead in a variety of agency and functional area organizations with HAF Offices, OSD offices, the Air Force Installation and Mission Support Center (AFIMSC), the Air Force Civil Engineer Center (AFCEC), as well as the MAJCOM and installation civil engineer staffs. DUTY 4: Leads and identifies the need for special projects directed by the Director of Civil Engineering.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.

  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, GS-0343: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/management-and-program-analysis-series-0343/ In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Mastery of technical and administrative fields to apply theories and new innovations to problems and make and implement decisions affecting established programs. Solutions must be clearly articulated to allow worldwide implementation with little or no subsequent explanation. Must be able to independently integrate statute and policy to preclude Anti-Deficiency Act violations. Comprehensive knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Extensive knowledge and skills in analyzing and resolving conflicts in policy and program objectives and/or problems in very complex or controversial transactions involving complex negotiations. Extensive knowledge of long-term, installation management practices and strategies sufficient to provide guidance to other DoD agencies. Skill as a technical authority applying new theories and standards to problems not susceptible to treatment by accepted and established practices and procedures. High degree of skill in planning, organizing, and directing the work of government and contract personnel and integrating manpower and financial resources into a productive team. Ability to develop, recommend, and implement best business practices. Ability to communicate effectively, both orally and in writing, providing expert advice to senior officials and colleagues responsible for broad program operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and mastery of a broad range of methods and techniques used to analyze and integrate program management (strategic planning, Integrated Installation Planning, asset management, installation management, and civil engineering) concepts, principles, and practices, and knowledge of Air Force Civil Engineering goals and objectives. 2. Extensive knowledge of a broad range of analytical methods, practices, and techniques used to determine viable approaches and solutions in communicating new concepts, goals, and objectives, including Business Process Re-engineering (or other continuous process improvement efforts -e.g., LEAN/Six Sigma). Familiarity with requirements development, such as a Air Force Business Capability Acquisition Cycle (BCAC), and ability to access, extract and analyze automated data files. 3. Knowledge of change management approaches, tools, development, utilization, and tracking of performance metrics, and phases of the project lifecycle, ability to recognize and analyze programs and situations, and develop rules and procedures for timely and economical solutions. 4. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations Ability to communicate effectively both orally and in writing and maintain good working relations. 5. Knowledge of applicable HQ USAF instructions, policy, and guidance letters associated with the various asset management, and civil engineer programs along with a general knowledge of programming rules. Ability to research, analyze, interpret, congressional language and regulations, DoD and federal agency rules, and incorporate into Air Force policy and guidance. 6. Knowledge of the AF SPPBE (Strategy, Planning, Programming, Budgeting, and Execution) process cycles and engagement opportunities and budgeting cycles, financial control and budget systems and management. Ability to facilitate and develop long-term strategic plans for the Civil Engineer enterprise to meet assigned missions using collaboration with programming and execution personnel throughout the CE enterprise.
