This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Cyber Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, U.S. Army Heritage and Education Center, and the Installation Management Command.
Duties
Serves as an information technology specialist for the Academic Applications Team, Applications Development Branch, Enterprise Services Division (ESD), Chief Information Office (CIO), United States Army War College (USAWC).
Provides academic support to USAWC faculty and staff.
Serves as an executive software expert within Applications Development Branch, Enterprise Services Division (ESD), Chief Information Office (CIO), United States Army War College (USAWC).
Leads fact finding inquiries to determine customer needs.
Installs and configures new software and hardware.
Provides advice to Course Directors and faculty and staff on the development and production of online courseware, modules, and applications to support academic learning outcomes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the employee to complete Comp TIA Security+ certification within 6 months of employment.

Specialized Experience Statement: Specialized experience is defined as work that involves: 1) designing, developing, modifying, testing, and/or installing new and/or existing applications software; 2) maintenance of information technology hardware and/or software systems; 3) developing, implementing, and/or maintaining web applications; AND 4) providing system support to customers. This definition of specialized experience is typical of work performed at the next/second lower grade (GS-11).
In addition to meeting the above specialized experience requirement, applicants applying to this position must have specialized experience that includes, or was supplemented by, information technology related experience which demonstrates each of the four competencies listed below:
