Duties
Serves as the supervisor, expert advisor, and the primary consultant to the highest level of officials and management, in the organizational segments serviced, covering all areas of Federal civilian human resources(HR) management.
Serves as an expert and senior consultant to top agency management officials to advise on advanced and complex Federal civilian staffing and classification issues.
Supervises and oversees Federal civilian HR functions and organizational elements making fine discriminating judgments in the understanding of lines and authority and responsibilities.
Provides expert Federal civilian HR management advisory services through contacts and conferences with serviced customers.
Explains and justifies recommended changes to the organization based on the impact of mission changes or reorganizations.
Interprets and clarifies Federal civilian HR policies, standards and procedures regarding staffing, classification, position management, employee and labor relations.

Qualifications
To qualify for a Supervisory Human Resources Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
-Providing technical and administrative guidance on all aspects of Federal civilian Human Resources (HR) services.
-Developing and evaluating Federal civilian HR policy and procedures applied by customers and teams to ensure metrics are achieved.
-Positively impacting all reactions to failed attempts at Federal civilian HR metrics and proactively seeking solutions to avoid short falls in metrics.
-Providing direction and guidance in the Federal civilian HR areas of staffing, processing, classification, labor relations and/or other HR management functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
