The primary purpose of this position is to support the development and execution of a training & education program for proposing, planning, coordinating, and assessing DoD policies and/or sensitive strategic initiatives.

Duties

Conducts classroom- and/or video teleconference (VTC) -based instruction serving ASO and community personnel represented by an intra-Departmental council. Assists with the development, execution, and periodic review of a T&E program for proposing, planning, and assessing DoD policies and/or sensitive strategic initiatives. Serves as executive secretary for an intra-Departmental council with representatives from joint, service, and defense agency organizations-responsible for advising and shaping the T&E program's development. Supports the day-to-day activities of the SAF/ASO Analysis & Education (A&E) Division's Training & Education (T&E) Branch on behalf of, in concert with, and consistent with guidance from, the T&E program manager.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Training Instruction Series 1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: 1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); 2) Development or review of training/course materials, aids, devices, etc., and evaluation of training results; 3) Work in the occupation or subject-matter field of the position to be field that required training or instructing others on a regular basis; 4) Apply new technologies and incorporate them into the existing technologies to develop a comprehensive and unique training curriculum to be used by a wide variety of high-level Departmental personnel; 5) Develop and plan a variety of difficult and complex courses associated with teaching advanced technical systems using wide range of instructional concepts, methods, and techniques; 6) Knowledge of computer applications, with emphasis on the ability to use computers for the development and implementation of graphic and multi-media presentations, video media, and Internet-based Instructional Programs; 7) Analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training issues; 8) Instruct in the utilization of sources and information, identify and analyze issues, develop options and alternatives via technical analyses, scrutinize and coordinate findings. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of the laws, principles, policies, practices, and precedents applicable to the program to include techniques for designing, implementing, and evaluating professional development and training for DoD personnel and the ability to communicate effectively, both orally and in writing to clearly explain complex issues to a diverse community of internal and external stakeholders. 2. Comprehensive knowledge of advanced sensitive operations training facility with the ability to apply new technologies and incorporate them into the existing technologies to develop a comprehensive and unique training curriculum to be used by a wide variety of high-level Departmental personnel to integrate sensitive warfighter activities. 3. Knowledge of a wide variety of complex instructional technologies and methodologies (such as interactive courseware, mobile platforms, in residence, and distance learning) sufficient to satisfy tests and measurement principles, techniques, Instructional Systems Design principles, and instructional programs. 4. Skill to manage a variety of programs in advanced training to include planning independently; using professional judgment in interpreting policies, procedures, and regulations; using data to inform decisions, evaluate programs, prevent and resolve conflicts. 5. Skill interpreting data and program evaluation results to make recommendations for program improvement and to increase student achievement. 6. Ability, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures, to plan organize, and develop curriculum or projects which determine, accept, and implement recommendation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
