Duties

This is an Intermittent / part-time position and not a full time position. The primary role of the Float Pool Intermittent Registered Nurse (RN) is to provide back-up coverage for the nursing staff in Primary Care (PC) including the Community Based Outpatient Clinics (CBOCs), Specialty & Acute Care (SAC) and the Surgical Clinics. The duty station is the Columbus VA but may occasionally travel to the CBOC's to provide coverage. The House Float Intermittent RN works during the week and occasional weekends/holidays. The Intermittent Float RN is expected to execute position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex patient care. The registered nurse demonstrates: Leading and organizing delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning. Using advanced clinical knowledge/judgment to promote staff involvement in planning, decision-making, and evaluating outcomes, Functioning as an expert in clinical practice and/or areas related to the assigned roles and responsibilities, Systematically evaluating current practice, and formulating outcomes for groups of patients and/or organizational processes within an area of expertise, Guiding, developing, and supporting staff from a leadership perspective, Using professional standards of care, scientific evidence, and practice to evaluate programs and/or service activities. (VA Handbook 5005, Part II, Appendix G6). The registered nurse is an expert nurse who demonstrates expertise in leadership at the systems level that is sustainable. Nursing practice includes an emphasis on health promotion, accountability, assessment, education, infection control, safety, psychological support, administration, and research. A multidisciplinary approach is used to assist the patient, family, and/or significant other(s) to attain optimal functioning ability. Measurable outcomes and nursing interventions are individualized. Continuity of care is promoted through collaborative relationships. Care hand-off is communicated using SBAR (Situation/Background/Assessment/Recommendations) communication technique. The Intermittent House Float RN functions within a nursing process framework for problem solving and care facilitation: assessment, planning, implementation, and evaluation. Job duties are focused on achieving optimum mental and physical health and illness prevention. S/he is expected to perform data collection and analysis for the purpose of improving care to patient groups, maximizing utilization of resources, and enhancing Primary Care programs. The Intermittent House Float RN promotes safe patient care by initiating active patient identification with every patient and does not use passive confirmation. Qualifications

Basic Requirements: United States Citizenship. Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. [NOTE: See exception in subparagraph (b) below for candidates who are enrolled in a MSN Bridge Program.] The Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC) OR The Commission on Collegiate Nursing Education (CCNE). The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN, but receive a MSN degree upon completion of course work. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a Bachelor's Degree is not awarded. OR In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. Registration: A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The appointing official may waive this registration if the RN is to serve in a country other than the U.S. and the RN has registration in that country (e.g., Philippines). The RN must maintain a current, full, active and unrestricted registration to continue employment with VA. English Language Proficiency: RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d). Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR An ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR A Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR An ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR A BSN with approximately 1-2 years of nursing practice/experience; OR A Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR A Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR A Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR A Doctoral degree in nursing or related field and approximately 2-3 year's of nursing practice/experience. SF-50, Notification of Personnel Action Most recent SF-50 if you are a current or former Federal employee? An SF-50 showing your time-in-grade eligibility must be submitted with your application materials. In addition to the qualification above you must also have: Specialized Experience/Education/Combination of Experience and Education Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. S/he may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. S/he must be a mature, flexible, sensible individual capable of working effectively in stressful situations, and able to shift priorities based on patient needs. Applicants must possess the mental and physical ability to satisfactorily perform the duties of the proposed assignment. Physical requirements may involve lifting, carrying, pulling, pushing, reaching above shoulder, walking, standing, sitting, kneeling, and repeated bending. S/he must complete annual Employee Health requirements, such as TB screening or testing on hire, as a condition of employment. In the performance of duties, s/he may be required to drive and/or ride in GSA vehicles. See Form OF-178 for detailed job specific requirements. Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. § 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
