The Nurse IV Associate Chief Nurse (ACN) for Behavioral Health executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission.
Duties
The Nurse IV ACN functions as an advisor, administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability.
The ACN provides senior leadership and oversight for daily clinical and administrative operations within Behavioral Health and reports to Chief of Staff (COS).
The ACN supports the integration and collaboration of all Behavioral Health employees and other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. They champion a High Reliability Organization (HRO) with a culture of safety founded on a systems approach to developing evidence-based health care solutions based on prevention, not punishment, with collective mindfulness.
The ACN collaborates with interdisciplinary team members, including other program and service leaders at the facility and network. They work closely to establish and maintain effective relationships with all levels of Veteran Affairs (VA) staff nationwide.
The ACN relates effectively with customers, families, and the community as well as program and service leaders at the local and network levels. They provide oversite for the healthcare operations, functions and activities of Behavioral Health. The ACN develops and maintains the standards of care, policies, and objectives for the provision of Behavioral Health care within the VA Central Ohio Healthcare System.
The ACN coordinates and integrates the programs into a comprehensive package of services that meet the evolving needs of the Veteran population and that comply with the Uniform Behavioral Health Services handbook (VHA Handbook 1160.01) and VHA's Behavioral Health Operating Plan.
The ACN directs patient care needs assessments; identifies gaps in services and supports strategic planning and program development to meet those needs. Within the local planning process, develops short- and long-term goals and objectives for the provision of Behavioral Health programs and services.
The ACN ensures that programs, processes, and procedures are in place to meet VHA Performance Measures and Monitors. Develops and proposes systems for assessing and monitoring outcomes and to improve clinical practices through outcome data. Uses chart reviews and data analytic methods to solve performance problems and to improve performance.
The ACN actively promotes and effectively manages a culturally diverse workforce which embraces the values and needs of all individuals. This must be accomplished through long-term commitment, strategic and business planning, education, and experience which broadens the mindset and by fully managing human resources.
The ACN coordinates orientation and necessary initial and ongoing training and development of Behavioral Health employees.
The ACN reviews clinical privileges. The ACN determines the qualifications and competence of personnel who are not licensed independent practitioners and who provide patient care and recommends scopes of practice for them. The ACN assures that all Behavioral Health providers are competent to practice as privileged.
The ACN continuously reviews the professional performance of all individuals with clinical privileges.
The ACN conducts or delegates to Behavioral Health staff protected peer reviews for identified cases.
The ACN maintains collaborative relationship with other facility leaders to ensure full support and coordination between Behavioral Health and other services and programs.
The ACN oversees the development and implementation of systems redesigns projects, quality improvements, and assurance programs of the Behavioral Health Service.
The ACN champions initiatives designed to improve overall quality using evidence-based medicine and peer review.
The ACN participates in clinical review process such as tort claims, peer reviews, management reviews and administrative activities, as directed.

Qualifications
Basic Requirements:
English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)
NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.

Education: Master's degree in Nursing (MSN) and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR Master's degree in a *related field with a BSN and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in nursing and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in a *related field with a BSN and 3 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. *Note: Foreign education programs/degrees are not creditable as related degrees.

Physical Requirements: The position requires potential periods of walking, standing, sitting and carrying supplies. The incumbent may be rarely exposed to infected patients, contaminated materials and in rare cases may be required to don protective clothing. The need to utilize Prevention and Management of Disruptive Behavior interventions may be required occasionally. Must be in overall good health, mature, flexible, capable of working in stressful situations with occasional moderate physical demands and able to exhibit patience and emotional control.
