This position is located in the Health Resources and Services Administration, Office of Intergovernmental and External Affairs, Denver Regional Office. Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Program Specialist, you will perform a variety of analysis, administrative and management support assignments utilizing qualitative and quantitative methods for the analysis and evaluation of internal, organizational program operations. Your major duties and responsibilities include: Planning and coordinating travel and other arrangements for professional conferences, including coordination of presenters and facilitators. Providing technical and administrative support in the areas of time and attendance, property and records management, and purchase requests. Assisting the Regional Administrator and staff with the management, coordination, and efficient operation of activities under their authority. Recommending alternative courses of action for resolution of problems/issues related with implementation of programmatic and operational issues. Partnering with appropriate colleagues within HRSA IEA, Office of Communications, and other HRSA entities to ensure presentations, exhibits, manuscripts, and publications developed by regional HRSA IEA staff are cleared utilizing the approval process as outlined by the Office of Communications. Making recommendations to the Regional Administrator and staff in the form of briefing papers, written reports, and presentations. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

Qualifications

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-09: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: 1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-07 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-07 level include performing the following types of tasks on a regular and recurring basis: Performing and advising on a variety of administration and/or programmatic functions for an office, including providing written recommendations to increase efficiency and effectiveness of those functions. OR Recommending changes or improvements in management processes, procedures, or reporting systems for the effective operation of an organization. OR 2. EDUCATION: Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position. OR 3. EDUCATION AND EXPERIENCE: Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position. GS-11: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: 1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-09 level include performing the following types of tasks on a regular and recurring basis: Providing technical and administrative support services in the development, review and management of programs or projects. AND Developing standard operating procedures, flowcharts, power point presentations, etc. for modifying, revising work processes, procedural changes, etc. OR 2. EDUCATION: Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study or other field of study with course work directly related to the work of this position. OR 3. EDUCATION AND EXPERIENCE: Have an equivalent combination of the above specialized experience ANDhigher-level graduate education that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
