The Office of the Solicitor (SOL) Front Office is seeking to fill an Attorney Adviser (Labor), GS-0905-15 position. The organizational title of the position is Senior Counsel. This position is outside the bargaining unit and requires financial disclosure.

Duties

The Department of Labor, Office of the Solicitor, is seeking a Senior Counsel who is passionate about delving into complex legal issues and making a real impact on the lives of American workers. This role offers an exciting opportunity to serve as a trusted advisor to the Solicitor and Deputy Solicitors, playing a pivotal role in shaping legal activities that directly impact workers across the nation. The successful candidate will draft, review, and prepare a wide range of legal documents, from opinions and regulations to briefs and motions. Collaborating with divisions throughout the Department, the Senior Counsel will offer legal advice to senior management officials, analyzing legal issues and providing recommendations to drive informed decision-making. For example, the Senior Counsel will be involved in reviewing appellate recommendations, making recommendations on Supreme Court cases and appellate court matters, and occasionally drafting briefs and requests for appellate review. They will provide legal advice on policy issues and rulemaking, and will be called upon to analyze significant departmental regulations. They will also have the chance to develop talking points and briefing materials for senior leadership, ensuring clear communication of complex legal issues. In this position, the Senior Counsel will have the opportunity to engage with key stakeholders from government, business, and other groups, and will reflect the views of the Solicitor in high-level conversations. As a Senior Counsel, the individual will play a crucial role in influencing the agency's operations, assisting in the development of strategic plans and management documents, and ensuring that FOIA responses and other departmental communications comport with the law. Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Requires a probationary period if the requirement has not been met.

Qualifications

To qualify for an attorney position, applicants must possess a professional law degree (LL.B. or J.D.); be a member in good standing of the bar of a court of general jurisdiction of a state, territory or possession of the U.S.; and must have acquired the amount of experience indicated below for the GS-15 grade level. GS-15 level, four (4) years of progressively responsible legal experience of a professional nature which demonstrates the ability to perform the work at this level. At least one year of qualifying experience, must be specialized experience as defined below. Specialized experience, for this grade level, is senior experience that has equipped the applicant with the necessary skills and abilities to perform the major duties of this position. Specialized experience is defined as senior experience in performing legal work, such as researching and analyzing issues, drafting briefs or legal memoranda, and advising clients, that is performed with a higher degree of independence. Note: An LL.M. may be substituted for a maximum of one year experience.
