Duties

This Transportation Security Inspector position is located Security Operations (SO) Compliance (C), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Serves as the compliance technical specialist within integrated project teams and promotes the Compliance Directorate equities within the project teams while advising the Section Chief of potential challenges and applicable recommendations to improve work processes. Conducts complex quality control reviews of Enforcement Investigative Reports (EIR) and inspections based on TSA security regulations and initiates/completes EIRs at the direction of the Branch Manager. Leads, conducts, and oversees announced/unannounced nationwide compliance activities using metrics, trends, intelligence, and vulnerability data to determine areas of highest need and conducts a mix of proactive and reactive compliance activities which address the identified needs. Serves as a supporting/member of the Major Case Branch and provides investigative, technical and specialized expert oversight and coordination of complex investigations of violations of TSA security regulations. Provides subject matter guidance to field compliance managers and inspectors concerning TSA security regulations, intergovernmental, and intra-governmental cooperative agreements. Develops training course materials and serves as a subject matter expert and instructor during internal TSA training courses and capacity development courses offered to all personnel. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Conducting, reviewing, and/or completing Compliance inspections and investigations; and Monitoring compliance with policies, regulations, and agreements to identify potential problems and deviations from TSA and/or other Federal Regulatory Operations; and Managing transportation security inspection programs, including compliance requirements for inspections and investigations. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Conducting, reviewing, and/or completing Compliance inspections and investigations; and Providing analysis of civil enforcement standards and policies, while and advising leadership on new or updates to policy developments and actions for civil aviation; and Monitoring compliance with policies, regulations, and agreements to identify potential problems and deviations from TSA and/or other Federal regulatory operations; and Managing transportation security inspection programs, including compliance requirements for inspections and investigations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
