Duties

This position is located at Alcohol and Tobacco Tax and Trade Bureau(TTB), Office of Chief Counsel - Tax and Trade Division. The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Provide advice and recommendations to bureau officials, managers, and employees on compliance with the Internal Revenue Code of 1986 (IRC) and the Federal Alcohol Administration Act (FAA Act), and other laws related to TTB operations. Prepare memoranda, decisions, or opinions outlining, analyzing, and organizing the factual and legal issues involved, explaining the application of legal principles and precedents, and justifying recommendations or conclusions. As there are often no precedential decisions in TTB's area of authority, opinions prepared by incumbent often serve as national precedents and provide the basis for regulations and administrative rulings and positions. Review new regulations and rulings that may be required as a result of significant opinions issued by the courts or as the result of new legislation. Draft proposed legislation; review and comment on proposed legislation that may affect the Bureau; and draft or review for form and substance rulings, regulations, and directives intended to affect the Bureau's personnel and operations, the regulated industries, and the public generally. Formulate new concepts for which precedents and established policies are not available and proposed legislation is often of national/international interest and provide technical advice of matters of TTB jurisdiction to the Office of the U.S. Trade Representative.

Qualifications

You must meet the following specialized experience requirements by the closing date of this announcement. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: a minimum of one year (12 months) of professional legal experience at the GS-11 level or equivalent in the Federal service or private sector. The experience must include acting as an agency or client representative in administrative or judicial proceedings, preparing drafts of legal briefs for court proceedings, drafting legal memoranda regarding effects of proposed legislation or regulations, or drafting briefing papers on legal issues for senior government officials or private sector clients. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: a minimum of one- and one- half years (18 months) of experience practicing as a licensed attorney. The experience must include one year of experience at the GS-12 level or equivalent in the Federal service or private sector, including acting as a lead agency or client representative in administrative or judicial proceedings, preparing drafts of legal briefs for court proceedings, drafting legal memoranda regarding effects of proposed legislation or regulations, or drafting briefing papers on legal issues for senior government officials or private sector clients. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: a minimum of two years (24 months) of experience practicing as a licensed attorney. The experience must include one year of experience at the GS-13 level or equivalent in the Federal service or private sector, including acting independently as a lead agency or client representative in administrative or judicial proceedings, preparing drafts of legal briefs for court proceedings, drafting legal memoranda regarding effects of proposed legislation or regulations, or drafting briefing papers on legal issues for senior government officials or private sector clients. For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes two years (24 months) of experience at the GS-14 level, or equivalent level of difficulty in the Federal service or private sector, and have the particular knowledge, skills, and abilities to perform successfully the duties of this position. Examples of such experience might include independently handling cases involving sensitive or highly visible issues that may contain facts which are difficult to develop and prove, or independently handling matters of a precedent-setting nature.

Education

To be qualified for this position, you must meet the basic educational and/or work experience requirements for Attorney-Advisor positions in the federal government. Applicants must:

Be a graduate of an accredited law school with an LL.B. or J.D.;
(2) Be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and
(3)
Meet all specialized experience requirements as described in the vacancy announcement

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
